Engineering Review Ver.1 Analysis for dual right turn lanes from westbound Bradley to northbound Power/SH21 should be reviewed within the TIS. The TIS should analyze the short ~330ft lane split transition zone west of Legacy Hill Drive due to reduced intersection spacing between Legacy Hills and SH21 (1/2mile standard down to 930ft) Edward Schoenheit, Engineer I E.P.C. Review #1: - Amend the last sentence of the 2nd paragaph in the "Traffic-Signal Warrant Analysis" section (page 9) of the Traffic Impact Study. A petition to annex Bradley Road to include this intersection is currently being process through the City of Colorado Springs. Should signal warrant and construction occur after the road is annexed the decision to install the signal will be by the City. Provide a summary regarding the City's requirement of this development for the fair and equitable participation to the construction of traffic signal at the intersection of Legacy Hill and Bradley Road. - Figure 3 and Figure 17 of the TIS identifies a 3/4 movement for the eastern access to Bradley Road. This is not in conformance with the Waterview Sketch Plan Amendment which identified this access as RI/RO; however, since Bradley Road is being annexed to the City then final access design will be per the City's criteria after annexation. - The Final Drainage Report noted the project is serviced by an off-site Full Spectrum Detention Pond. County request a copy of the pond construction plans and the associated drainage for review. -The County requests a copy of the drainage report and pond construction plans for the pond located at the northwest corner of Bradley Rd and Legacy Hill Dr. Development flows draining to the south must be equal to or less than the assumed flow identified in the Trails at Aspen Ridge drainage report. - Update the FDR Drainage Exhibit to include the flowrate exiting the proposed private temporary sediment basin 2. This must be equal to or less than the assumed flow identified in the Trails at Aspen Ridge drainage report. Reviewed by: Gilbert LaForce, PE gilbertlaforce@elpasoco.com |
