The site does not contain steep slopes or flood hazards, nor is it exposed to any geologic hazards that preclude the proposed facility. RMG’s characteristics of the site geology and preliminary geotechnical recommendations appear appropriate to address the potential geologic constraints identified at this site, including expansive bedrock, potentially uncontrolled/undocumented fill placement, and seasonally fluctuating groundwater (Soil and Geology Study (Rocky Mountain Group (RMG), September 26, 2023). CGS has no objection to the approval of the final plat. We offer the following comments.

1. Grading plans were not provided in the referral documents, and RMG’s borings were drilled to depths less than 20 feet. Therefore, if a below-grade level is planned, RMG’s test borings may not extend to sufficient depths to provide meaningful information about soil and bedrock engineering properties and groundwater levels. Additional investigation, sampling, testing, and analysis are needed if a below-grade level is planned.

2. CGS recommends that RMG be retained to review the project plans and specifications for conformance with the recommendations provided in their report.

A deviation is required to be submitted for access to collector roadways as discussed during EA202172. Please submit one deviation form with the next TIS submission to address access. Ensure deviations provided exhibits for the restriping from the TIS.

The final plat referral will include a one-story church on 5.97 acres at 10387 Mt Evans Drive in Peyton.

Per Appendix C of the El Paso County Engineering Criteria Manual and Section 8.4.9 of the El Paso County Land Development Code, a geologic hazard study should also be performed. The submitted subsurface soil investigation (RMG, April 3, 2023) does not discuss the site geology nor directly discuss the potential geologic hazards associated with the site. Even so, the site does not contain steep slopes or flood hazards, nor is it exposed to any geologic hazards that preclude the proposed facility. RMG’s geotechnical recommendations appear appropriate to address the potential geologic constraints identified at this site, including undocumented/uncontrolled fill soils. Provided a geologic hazard report has been prepared, and RMG’s recommendations are strictly adhered to, CGS has no objection to approval. We offer the following comments.

1. The address for the new church will be 9960 Towner Avenue.
2. Please add the address to the final plat as close to the street as possible.

Standard Final Plat comments apply:
1. Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block.
2. A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of September 28th, 2022, an additional over the phone transaction fee of 2.95% of the total transaction will apply for any credit card payment. The fee for the final plat will be $10.00 for the one address.
3. A copy of the final recorded plat is required prior to approval in the Enumerations department on any COMMERCIAL plan submittal. Please email the Enumerations staff member that reviewed your project. Amy@pprbd.org; Brent@pprbd.org; or BeckyA@pprbd.org
4. Pre-plat reviews can be reviewed via “pdf” or in-person. The pre-plat will be stamped by Enumerations for accuracy and returned to the applicant and the planner. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. At this time Paint Brush hills has no objections or comments. Woodmen Hills Metro district seems to be unnecessarily delaying this process, This is a small church with a 3/4 inch water line, the waste water SFE should be 1. They were giving plans for review on June 13th. The church and district were told several times it would be ready by next Final after after 6 weeks they stated it was 4-5 weeks process, NOW they are saying 4-5 more weeks.
