Applicants shall demonstrate full compliance and conformance with El Paso County’s adopted Land Development Code (LDC), Engineering Criteria Manual (ECM), adopted International Fire Code (IFC), and all other adopted codes, provisions, or statutes that impact fire safety to include access/egress, water supply, hardening of structures, addressing, fire protection systems, etc. The applicant shall submit a comprehensive fire protection report from a qualified fire protection engineer that is licensed as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers to demonstrate conformance to all requirements. Regarding a request for approval of a plat for Hill Subdivision Filing No. 1, Enumerations has the following comments: 1. The existing residence will retain the current address of 6910 Alpaca Heights. The 2 new parcels will be assigned addresses from Alpaca Heights based on the access mentioned in the letter of intent. Submit a copy of this plat to Enumerations for address assignment. Once addressing has been returned, they assigned addresses need to be added to the plat. 2. Enumerations will review the mylar prior to recording per usual procedure. The Enumerations fee due at the time of mylar review is $20. The subject area is outside of the floodplain area as mapped by FEMA, does not contain steep slopes or mapped landslides, nor is it exposed to any geologic hazards that preclude the three-lot rural subdivision. Entech’s characterization of the geologic hazards and constraints associated with the site is valid. CGS, therefore, has no objection to approval of the minor subdivision as proposed. The Black Forest Land Use Committee has commented on this proposal in the past and has no further comments. Our main issue was the small triangular lot in the northwest corner of the larger lot on the west side of the proposed new Black Forest Road alignment. We did not believe this should be a separate lot that could allow a home to be built. Since it has been determined it will not be a home lot, we have no further comment on the proposal. |
