1. The area has already had the addresses assigned. The area has been reconfigured and will required the majority of the area to be re-addressed. A re-addressing fee will be applied at plat. Contact this department once you are ready to have the area re-addressed.
2. Street names have been moved. Enumerations will need to see the extensions of Peconic Place, Masonboro Way, Megansett Way to the north, & Muddy Pond Street to the east to be able to complete the addressing on these streets.
3. El Paso-teller County E-9-1-1 Authority needs to be added to this review since the configuration has changed, again.
4. Final Plat comments:
a. Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block.
b. A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of December 5th 2023, the fee for all credit/debit cards has changed from the flat 2.95% fee to the following: Over the phone Credit/Debit Card payments will be 2.3% and In-Person Debit Card payments will be 1.5% (in-person only).
c. Pre-plat reviews can be reviewed via “pdf” or in-person. The pre-plat will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations stamping the pre-plat and receiving payment of plat fees. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. The Enumerations stamped pre-plat copy should match the recorded document minus a few signatures. d. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. FEMA approved BFEs required to be shown on the plat prior to PLAT
here is a list of comments sent to Terra Nova 10/21/22 that still are applicable.
1) For floodplain and no rise, flows need to comply with the FIS flows not alternative county approved drainage flows
2) Effective LOMR placing floodplain in its own tract and all buildable lots outside the floodplain required prior to plat
3) The less than 0.50’ rise certification needs to comply with the attached FEMA no rise approach
4) I need the drainage report finalized and signed and an affidavit signed indicating compliance with FEMA processes outlined in the attached FEMA no rise guidance.
5) A floodplain permit through our office is required prior to early grading. For that I will need CDs, and #4 above submitted along with the application form.
6) As I have suggested before submitting this as a CLOMR now (10/21/23) could save time on the backend getting the plat approved.

The Park Advisory Board recommends that the Planning Commission and the Board of County Commissioners include the following condition when considering and/or approving Waterbury Filing No. 1 Final Plat: (1) require fees in lieu of land dedication for regional park purposes in the amount of $91,080 and urban park purposes in the amount of $57,420 to be paid upon the recording of this Final Plat. A Park Lands Agreement may be an acceptable alternative to urban park fees provided the agreement is approved by the County and executed prior to recording this Final Plat. Please note that park fees are currently being calculated using 2022 rates. An update to both regional and urban park fees is expected in 2023. Once established, all development applications (preliminary plans and final plats) filed in 2023 will be recalculated at the 2023 rate. 5/15/2023 10:39:57 AM

CGS reviewed this site during PUD preliminary plan submittal and provided comments on May 24, 2021, November 10, 2021, April 7, 2022, and August 30, 2022. The Geohazard Constraints Statement (Sheet 3 of the PUD Development Plan (Guman, August 5, 2022)) should also be provided on the Final Plat (Edward-James Surveying, Inc., December 29, 2022). The statement is as follows: “The following lots may have shallow groundwater conditions: 12, 13, 32-35, 43-49, 75, 88-90, 93-95, 107-112, and 115-118, per the Soil, Geology and Geologic Hazard Addendum prepared by Entech Engineering, dated February 2, 2022. The developer is required to disclose this information to potential lot purchasers. Basements are not allowed for structures on these lots. If further, long-range groundwater testing determines that this constraint is not necessary, the developer may choose to apply for an amended development plan at that time.” CGS does not recommend basements for the lots as indicated above.

1. CGS recommends the Geohazard Constraints Statement from the PUD Development Plan be included on the Final Plat.

2. Note 28 of the Construction Documents (Terra Nova Engineering, Inc., February 6, 2023) should be updated to include the Soil, Geology, and Geologic Hazard Addendum and Report (Entech Engineering, Inc., February 2, 2022 and October 18, 2021).

1. Enumerations will need to see the extensions of the following street to complete the addressing for this filing and for the future filings on these streets. SUNKEN MEADOWS ROAD, MUDDY POND STREET, MEGANSETT WAY, MASONBORO WAY, & PECONIC PLACE.
2. Filing No 1, has already been assigned addressing in the past. Therefore, there will be a re-addressing fee applied to the plat fee during the platting process.
3. Provide a 100 scale copy or larger of the entire APPROVED development plan (d.p.) to this department so that addressing can be assigned. Once received, the development plan will be placed on a list to be addressed. Development plans that are not yet approved may be addressed, however additional plan review fees will accrue if changes are made to the D.P. after initial addressing.
