CGS received the Response to CGS Review Comments (Entech Engineering, Inc., dated September 26, 2024) following our September 11, 2024 comments in an email from Entech dated September 26, 2024. Entech states, “We believe a plat note stating no basements or inhabitable below-grade areas are allowed is not warranted due to the size of the lots.” Entech recommends that additional investigation of the lots be required prior to construction to evaluate the conditions (soil and water) in the lots. CGS recommends that this additional investigation be performed as soon as possible to assess the feasibility of basement levels for the proposed lots. Even though groundwater was not encountered in Entech’s test borings during their investigation in September 2002 (22 years ago), Entech states on page 7 of their August 22, 2022, revised soil study, “seasonally shallow groundwater evidence was encountered in Test Pit Nos. 3 and 6 at depths of 3 to 5 feet below ground surface.” CGS recommends that proposed floor levels should be at least three feet above the maximum anticipated groundwater levels and maintained year-round.

Entech’s responses in their September 26, 2024 letter are generally acceptable. Provided Entech’s recommendations are strictly adhered to, CGS has no objections to the approval of the final plat. We offer the following comments.

1. Entech states in the response letter, “Perimeter foundation drains will be required on all lots with usable space below grade.” This statement should be included on the final plat. Please note that individual foundation perimeter drains are intended to handle small amounts of intermittent, perched water and may NOT be used to mitigate persistent shallow groundwater conditions.
2. CGS recommends that Entech provide specific recommendations for the regional detention pond, such as soil/liner requirements, dewatering/stabilization methods, etc. If any component of the proposed detention areas/ponds will cause excess (greater than pre-development) infiltration into site soils, consultation with a geotechnical engineer is recommended to evaluate the suitability of the site soils, identify potential impacts, design/install cut-off/slurry walls, and establish minimum distances between the infiltrating detention areas, structures, and pavements.

With this referral, CGS received a request to provide Review Comments (Email dated August 28, 2024); Final Plat (Rampart Surveys, LLC, August 2, 2024); Construction Documents (Kimley Horn, August 14, 2024); and other documents.

CGS submitted comments on January 5, 2022, January 18, 2023, and July 17, 2024. Our comments have not been fully addressed. Previous test borings for this development were drilled in 2002 as provided in Entech’s Soil, Geology, and Geologic Hazard Study and Wastewater Study. CGS has the following comments and recommendations.

1. CGS recommends that groundwater monitoring/observation studies be conducted through at least the high groundwater seasons (spring and summer) if basements or below-grade areas are planned. Proposed floor levels should be at least three feet above the maximum anticipated groundwater levels and maintained year-round. If a groundwater monitoring/observation program is not performed, CGS recommends a plat note stating that no basements or inhabitable below-grade areas are allowed.

2. CGS recommends that no building construction be allowed in areas with seasonal shallow groundwater (sw of Entech’s Figure 6).

3. The revised final plat (note 13) states, “In areas of potentially seasonal groundwater, foundation perimeter drains shall be installed as determined by the geotechnical engineer. Perimeter drains will be maintained by the homeowner.” An underdrain system should be allowed ONLY if it can gravity discharge to a daylight outfall or is connected to an existing underdrain system that gravity discharges to a daylight outfall. CGS recommends that the plans show the underground drainage system with connections to individual underdrains for each lot. Individual foundation perimeter drains are intended to handle small amounts of intermittent, perched water and may NOT be used to mitigate persistent shallow groundwater conditions.

To date, only shallow borings (depths from 10-15 feet) have been drilled within this development. CGS offers the following comments and recommendations, which are generally repeated from previous comments.

1. CGS recommends that groundwater monitoring/observation studies be conducted through at least the high groundwater seasons (spring and summer) if basements or below-grade areas are planned. Proposed floor levels should be at least three feet above the maximum anticipated groundwater levels and maintained year-round. CGS recommends no below-grade construction in areas with seasonal shallow groundwater levels within three feet of proposed floor levels.

2. The final plat (note 13) states, “In areas of high groundwater: Due to high groundwater in the area, all foundation shall incorporate an underground drainage system.” An underdrain system should be allowed ONLY if it can gravity discharge to a daylight outfall or is connected to an existing underdrain system that gravity discharges to a daylight outfall. CGS recommends that the plans show the underground drainage system with connections to individual underdrains for each lot. Individual foundation perimeter drains are intended to handle small amounts of intermittent, perched water and may NOT be used to mitigate persistent shallow groundwater conditions.

3. CGS recommends that minimum setbacks from drainage areas, floodplains, and ponded areas, as well as potentially unstable slopes, should be noted in the plans. Entech states (page 10) of their wastewater study, “Absorption fields must also be located a minimum of 50 feet from any drainages, floodplains or ponded areas and 25 feet from dry gulches.” Also (page 9 of the soil study), “A minimum setback of 30 feet should be maintained between buildings and the crest of the slopes.” Entech should review the final plans/grades to verify that the appropriate setbacks are adhered to.

4. CGS recommends that specific recommendations for the regional detention pond, such as soil/liner requirements, dewatering/stabilization methods, etc., be provided prior to approval. If any component of the proposed detention areas/ponds will cause excess (greater than pre-development) infiltration into site soils, consultation with a geotechnical engineer is recommended to evaluate the suitability of the site soils, identify potential impacts, design/install cut-off/slurry walls, and establish minimum distances between the infiltrating detention areas, structures, and pavements.

6.Standard Final Plat comments: UPDATED CHANGED-PLEASE READ-
a. Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block.
b. A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tract, then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of December 5th 2023, the fee for all credit/debit cards has changed from the flat 2.95% fee to the following: Over the phone Credit/Debit Card payments will be 2.3% and In-Person Debit Card payments will be 1.5% (in-person only).
c. Pre-plat reviews can be reviewed via “pdf” or in-person. The pre-plat will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations stamping the pre-plat and receiving payment of plat fees. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. The Enumerations stamped pre-plat copy should match the recorded document minus a few signatures. The final plat indicates Chamatia Trl for access to lots 17-18, this was previously reserved as Chamita Trl. Either one of these names is acceptable for this project, but the final plat must depict the correct name.

CGS previously reviewed the preliminary plan reconsideration and submitted comments on January 5, 2022. With this final plat referral, CGS received/reviewed the Soil, Geology, and Geologic Hazard Study (soil study) and Wastewater Study (Entech Engineering, Inc., revised August 22, 2022) and Wastewater Disposal Report (JDS-Hydro Consultants, Inc., Revised August 2022). CGS offers the following comments and recommendations.

1. As stated on page 7 in Entech’s soil study, “seasonally shallow groundwater evidence was encountered in Test Pit Nos. 3 and 6 at depths of 3 to 5 feet below ground surface.” However, groundwater was not encountered in the test borings drilled within the site. CGS agrees with Entech on page 8, “Further investigation is recommended prior to construction in these areas to further delineate groundwater depths.” Additionally, CGS recommends that groundwater monitoring/observation studies should be conducted through at least the high groundwater seasons (spring and summer) if basements or below-grade areas are planned. Proposed floor levels should be at least three feet above the maximum anticipated groundwater levels and maintained year-round. CGS recommends no below-grade construction in areas with seasonal shallow groundwater levels within three feet of proposed floor levels.

2. Page 8 of Entech’s soil study states, “In areas where high subsurface moisture conditions are anticipated periodically, subsurface perimeter drains will be necessary to help prevent the intrusion of water into areas located below grade.” Individual foundation perimeter drains are intended to handle small amounts of intermittent, perched water and may NOT be used as the sole mitigation of persistent shallow groundwater conditions.

3. Minimum setbacks from drainage areas, floodplains, or ponded areas as well as potentially unstable slopes should be noted in the plans. Entech states (page 10) of their wastewater study, “Absorption fields must also be located a minimum of 50 feet from any drainages, floodplains or ponded areas and 25 feet from dry gulches.” Also (page 9 of the soil study), “A minimum setback of 30 feet should be maintained between buildings and the crest of the slopes.” Entech should review the final plans/grades to verify that the appropriate setbacks are adhered to.

4. Engineered systems for OWTS will be required in areas with shallow groundwater. JDS recommends (page 3) that “Designed systems (OWTS) are required where groundwater is encountered at 4’, and then shallow leach fields perched at 4’ are required where groundwater is encountered at 6’….”

5. Entech provides embankment recommendations in their soils report (page 14) and states, “Groundwater may be encountered in cuts for the proposed detention ponds across the site…unstable conditions may be encountered.” Specific recommendations for the regional detention pond, such as soil/liner requirements, dewatering/stabilization methods, etc., should be provided prior to construction.

Comments from 9-21-22 still apply-Here are my comments from this date:
1. Once the road name petition is approved through Department of Public Works for the street name change Arroya Lane to South Arroya Lane you may apply for addresses to the development.
2. Enumerations does not want to surprise the property owners in this development with an address change. Please notify the property owners that will be affect by the street name changes. Please provide Enumerations with a copy of this notification to the property owners.
3. The following addresses will need to have an official address change form mailed out with the official street name change: total of 10 addresses are existing on the south extension. 9555-TSN: 52260-04-005, 9630-TSN: 52260-02-015, 9635-TSN: 52260-04-004, 9670-TSN: 52260-02-011, 9675-TSN: 52220-04-003, 9720-TSN: 52260-02-010, 9725-TSN: 52260-00-003, 9760-TSN: 52260-02-006, 9825-TSN: 52260-03-001, & 9850-TSN: 52260-02-005. Enumerations has not received the information required for the address changes. Typically each address change would be completed and mailed via certified mail to each property owner separately at a fee of $50.00, which would be at the cost of $500.00. If it is desired all 10 addresses can be placed on a single address change form with a single fee of $50.00 for all 10 address changes. After thought, each property owner is required to receive a separate certified document therefore, the cost would be $7.82 per address change for the weight of the mailing plus the single fee of $50.00. Total $50.00 + 78.20=$128.20
4. A new street sign would need to be posted once the street name was approved. Please keep in touch with Enumerations as to the time frame the sign will be posted, so that the address changes/street name change forms can be mailed out.
5. For assignment of addressing for lots and tracts, place addressing marker (xxx) where they are intended to be utilized. Addressing marker for lots should be front door.

1. Final Plat Comments:
a.. Enumerations will review the mylar prior to plat for address placement, street names, and title block.
b. A $10.00 per lot and tract platting fee will be due at the time of the review of the mylar, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of September 28th, 2022, an additional over the phone transaction fee of 2.95% of the total transaction will apply for any credit card payment.
