- Description
- Work is done on behalf of the Colorado Springs Airport for public infrastructure to serve future development. Said infrastructure includes regional water quality and detention pond Pond 705, grading and trail improvements, and construction of a lift station. North of Pond 705, Integration Loop will be extended approximately 2,900 LF to the east. A portion of the work consisting of storm drain construction and protection and grading will fall within the CDOT right-of-way (this is being coordinated directly with CDOT) but the remainder will be on airport property at the northeast corner of S Powers Boulevard and Peak Innovation Parkway.

Engineering comments emailed to City Staff: Please revise the design to allow for construction of Bradley Road between Powers Blvd. and the Bluestem Prairie open space without significant grading or reconstruction; it appears that extending the underground storm drain under the County parcels is the simplest way to accomplish this. If a junction box or other structures are needed to drop the pipe elevation, access can be provided with the Bradley Road design. To limit permitting requirements with the construction of Bradley Road, the limits of construction for that project need to remain within the County parcels, so any potential retaining walls or other anticipated roadway facilities should be able to pass over the proposed drainageway design without interference. If further coordination is required, County Staff is happy to meet with the design team. |

The Municipal Airport has a 48 hour drain time in lieu of the standard 72 hours that increases the 5- and 10-year release rates from the historic values. No other downstream improvements are proposed. Only in Step 3 of the Four Step Process are downstream improvements mentioned in the final drainage report, but no mechanism is given to address downstream stabilization if needed in the future. This is contrary to the City’s criteria that states, “downstream channel instability can be anticipated”. Our main concern is that the pond outlet structure is directly connected to the crossing culvert under S. Powers Boulevard and that the downstream natural channel has not been evaluated for expected higher volumes and outlet velocities. Reviewed by: Christina Prete, P.E. Review #1: Please provide analysis of the downstream channel from the 8x8 concrete box, as stated in the drainage report, to ensure the facility is able to handle design flow.
