The memo has been submitted to Drainage Board for its January 23 meeting. Staff continues coordination with the DBPS project and will keep the applicant updated on progress and any upcoming stakeholder meetings.

Notes from November 30 meeting:
- County Staff are supportive of the developer’s effort to close the East Fork Tributary pending verification how the fee calculations in the new DBPS will be affected.
- Timing of plat recordings was discussed regarding the timeline for making the final decision on how to close the sub-basin. -- Staff needs to have enough detail on the effects of closure on fees by next April before Ridge at Lorson 2 would be recorded. (This is work to be done on EPC’s side.)
- Need “head nod” from Drainage Board to proceed with final decision.

PCD-Engineering has the following comments:

1. As stated in the letter provided, additional information is needed from the ongoing DBPS in order to calculate more accurate estimated costs and drainage fees.
2. Note: Unplatted acreage and channel lengths within the County will need to be verified to complete fee calculations.
3. Staff looks forward to collaboration with the stakeholders in the basin, including the applicant, on the DBPS as it progresses.
4. Note: Resolution of surety fee reimbursements is ongoing.
5. Regarding the addition of the remaining portion of Lorson Ranch to the basin closure, Staff does not support that at this time without the DBPS being far enough along to verify that loss of those Lorson drainage fees would not impact completion of any recommended DBPS improvements within the East Fork Tributary.

2. The cost estimate provided for the 30% draft channel plans by Matrix was $17.6-37.8 million, which could average about $2,000 per LF; this cost and future increases should be included in the analysis.
