Somhow my notification email was changed in EDARP and I was not notified of this Final Plat Submittal. The Fire protection Report is false. A 30,000 Gallon Cistern has been requested and is reequired. There are currenntly no in-service appuratus in the Jones road (Falcon Fire Station) Mid Jones Road has a single Tender Pumper. I do not know what the Fondis Station is. Sevral of the vehicles listed have been out of service for years. Per my previous conversation with El Paso County Planning Department and per out Fire District Attorney the only information that will be provided for a Fire protection Report is the following: "Ellicott Fire protection District is currently an ISO 6/9, and provides structural and wildland fire supression services through the district. Ellicott Station 2 is our headqurters station servicein g this area, located at 75 N Ellicott Highway, Calahan, Colorado, which is approcimately 7.0 miles away." The Ellicott Fire district does not peovide specific fire appuratus station assignments per the Department Homland Secuity recomendations. The Ellicott Fire Department would like to see the design specifications for the required 30,000 Gallon Cistern. Cistern is required to be inplace prior to bringing combustible building materials on site. There is a $100.00 revier free payable to the Ellicott Fire Department checks payable to the Ellicott Fire Department can be mailed to 75 N Ellicott Hwy, Calhan, CO 80808. Per Entech’s Report (Entech Engineering, Revised November 16, 2023), the geologic conditions that will pose constraints on the site include areas of artificial fill, potentially expansive soils, hydrocompactive soils, potentially seasonal shallow groundwater areas, and floodplains. Entech’s characterization of the geologic hazards and constraints associated with the site is valid. Provided Entech’s recommendations are adhered to, CGS has no objection to approval of the final plat as proposed. We offer the following comments: 1. The southern portion of the site contains an Unnamed Tributary mapped as a FEMA Floodplain (Map Number 08041C0805G, December 7, 2018). This area is designated as a “No-Build Area” on the Final Plat (SMH Consultants, March 16, 2023) and impacts lots 4 and 5. Entech’s recommendations for erosion control measures (pages 7-8) must be incorporated during the design and construction of the lots. 2. Individual investigations for new building sites and septic systems should be conducted prior to construction. 3. The Geologic Hazard Note on the Final Plat should be updated to reference Entech’s revised report. 4. Note 28 of the Grading & Erosion Control Plans (HR Green, October 16, 2023) should be updated to include Entech’s revised report. Minor Subdivision (combined Prelim and plat criteria approved by Lori) Applies to minor final plats where no preliminary plan Last edited: 8/3 Approval Criteria The proposed subdivision is in general conformance with the goals, objectives, and policies of the Master Plan. The subdivision is consistent with the purposes of the Land Development Code (“Code”). The subdivision is in conformance with the subdivision design standards and regulations and meets all planning, engineering, and surveying requirements of the County for maps, data, surveys, analysis, studies, reports, plans, designs, documents, and other supporting materials. A sufficient water supply has been acquired in terms of quantity, quality, and dependability for the type of subdivision proposed, as determined in accordance with the standards set forth in the water supply standards [C.R.S. § 30-28-133(6)(a)] and the requirements of Chapter 8 of the Code. A public sewage disposal system has been established and, if other methods of sewage disposal are proposed, the system complies with state and local laws and regulations, [C.R.S. § 30-28-133(6) (b)] and the requirements of Chapter 8 of the Code. All areas of the proposed subdivision, which may involve soil or topographical conditions presenting hazards or requiring special precautions, have been identified and the proposed subdivision is compatible with such conditions. [C.R.S. § 30-28-133(6)(c)]. Adequate drainage improvements complying with State law [C.R.S. § 30-28-133(3)(c)(VIII)] and the requirements of the Code and the Engineering Criteria Manual (“ECM’”) are provided by the design. The location and design of the public improvements proposed in connection with the subdivision are adequate to serve the needs and mitigate the effects of the development. Legal and physical access is or will be provided to all parcels by public rights-of-way or recorded easement, acceptable to the County and in compliance with the Code and the ECM. The proposed subdivision has established an adequate level of compatibility by (1) incorporating natural physical features into the design and providing sufficient open spaces considering the type and intensity of the subdivision; (2) incorporating site planning techniques to foster the implementation of the County's plans, and encourage a land use pattern to support a balanced transportation system, including auto, bike and pedestrian traffic, public or mass transit if appropriate, and the cost effective delivery of other services consistent with adopted plans, policies and regulations of the County; (3) incorporating physical design features in the subdivision to provide a transition between the subdivision and adjacent land uses; (4) incorporating identified environmentally sensitive areas, including but not limited to, wetlands and wildlife corridors, into the design; and (5) incorporating public facilities or infrastructure, or provisions therefor, reasonably related to the proposed subdivision so the proposed subdivision will not negatively impact the levels of service of County services and facilities. Necessary services, including police and fire protection, recreation, utilities, open space and transportation system, are or will be available to serve the proposed subdivision. The subdivision provides evidence to show that the proposed methods for fire protection comply with Chapter 6 of the Code. The proposed subdivision meets other applicable sections of Chapters 6 and 8 of the Code. Off-site impacts were evaluated, and related off-site improvements are roughly proportional and will mitigate the impacts of the subdivision in accordance with applicable requirements of Chapter 8 of the Code. Adequate public facilities or infrastructure, or cash-in-lieu, for impacts reasonably related to the proposed subdivision have been constructed or are financially guaranteed through the SIA so the impacts of the subdivision will be adequately mitigated. The extraction of any known commercial mining deposit shall not be impeded by this subdivision [C.R.S. §§ 34-1-302(1), et seq.]. |

Hello: Please see my comments below: 1. Joyful View Circle does not follow proper street naming criteria, please contact the 911 Authority, El Paso/Teller County, regarding street name approval. Once approved, please email Becky Allen the approval from E911. Beckya@pprbd.org. 2. Also, once the street name is approved, the construction drawings will need to be updated to show the correct/new street name. 3. The Construction drawings will need to be updated to show the correct street name, also remove the word “Road” from the street name for Joyful View. The street name is Joyful Vw not Joyful View Rd. 4. Once the street name has been approved, send Becky Allen a request to address the area. Beckya@pprbd.org. The addresses will need to be shown on the mylar for our review. 5. The lot locations on the first page of the C sheets do not match the locations on the final plat. Please update the construction drawings to show the correct lot locations. Final Plat Comments Apply: 1. Enumerations will review the mylar prior to plat for address placement, street names, and title block. 2. A $10.00 per lot and tract platting fee will be due at the time of the review of the mylar, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of September 28th, 2022, an additional over the phone transaction fee of 2.95% of the total transaction will apply for any credit card payment. 3. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. BeckyA@pprbd.org (Please email the Enumerations staff that reviewed your project). 4. Per Entech’s Report (Entech Engineering, September 22, 2021), the geologic conditions that will pose constraints on the site include areas of artificial fill, potentially expansive soils, hydrocompactive soils, potentially seasonal shallow groundwater areas, and floodplains. In addition, erosion is a geologic condition associated with the site soils. The southern portion of the site contains an Unnamed Tributary mapped as a FEMA Floodplain (Map Number 08041C0805G, December 7, 2018). This area is designated as a “No-Build Area” on the Final Plat (LWA Land Surveying, September 26, 2022). Two drainage channels are also located within the site. Entech mapped these drainages as “seasonal wet areas” and stated (page 6), “In order to reduce any hazards related to the seasonally wet areas on this site it is suggested that all building and construction be out-side of the marked seasonally wet areas.” We agree with Entech (page 7), “Due to the size of the proposed lots these areas can be avoided or redirected around proposed structures or proposed soil treatment areas.” CGS also agrees with Entech’s recommendations in their wastewater study (page 5), “Absorption field must be located a minimum of 100 feet from any well, including those on adjacent properties. Absorption fields must also be located a minimum of 50 feet from any drainages, floodplains, or ponded areas and 25 feet from dry gulches.” CGS recommends: 1. An erosional non-buildable setback is established from the floodplain boundary (impacting lots 7 and 9) and near the drainage channels. Setbacks must be noted in the final plat. 2. Entech’s recommendations for erosion control measures (pages 7-8) must be incorporated during the design and construction of the lots. 3. Individual investigations for new building sites and septic systems should be conducted prior to construction. 4. Note 16 of the Final Plat should be updated to include Entech’s September 22, 2021, report. 5. Note 29 of the Grading & Erosion Control Plans (RESPEC, September 22, 2022) should be updated to include Entech’s report. 6. Entech’s recommendations should be strictly adhered to. The Fire Protection Report is inaccurate. This report should be removed from the submission. The commitment letter contains the required fire protection report information. Contact me for a more accurate vehicle deployment. FYI Primary response will always be out of Ellicott Fire Station 2 at 75 N Ellicott HWY. Second we have not yet commented on Fire Water Supply since this is the first review of this project. Water Supply - Yes a 30,000 Gallon water Cistern is required for this development per the Land Development Code and Per the 2015 IFC as adopted by the Ellicott Fire Department. Per the Ellicott Fire Department Commitment Letter "Additional construction will necessitate the need for infrastructure to maintain the proper level of service" This means the addition of a cistern to provide proper fire protection service. The private Road as discussed earlier is approximately 1,698 ft dead end road, this road has a required R-60 FT turnaround and exceeds the minimum width of 26 FT. in addition 2 "Node" mid road turn around's approximately 600 to 700 FT apart will be required. There is an additional 885 FT Dead end road/driveway after the end of the private road. This is initially 20 FT wide and then reduced to 10 FT. This will require a turn around at the end and an unobstructed shoulder of 4 FT on each side of the improved road/driveway surface. There is a $179.00 Review fee payable to the Ellicott Fire Department at 75 N Ellicott HWY, Callahan, CO 80808. This must be paid in Cash or Check we are unable to accept credit cards.
