- Project consists of a potable water delivery pipeline extending from the Colorado Springs Utilities Highway 83 Tank ,located at HWY 83 and Old North Gate road, to the Triview Metropolitan District along Baptist Road within the Town of Monument boundary. The pipeline is expected to be up to 24-inches in diameter and will include a booster pumping station w/ chlorine booster. The project will deliver renewable water from CSU to the project partners and reduce reliance of Denver Basin groundwater sources.

The referral documents included a Geotechnical Evaluation Report – Pump Station (Vivid Engineering Group, 8/12/2022), Geotechnical Evaluation Report – Water Pipeline (Vivid Engineering Group, 6/29/2022), and other documents. The site does not contain any geologic hazards or unusual geotechnical constraints that preclude the proposed water delivery pipeline and storage tank. Vivid’s geotechnical reports provide a valid description of surface and subsurface conditions and soil and bedrock engineering properties across the site. Vivid states in their report for the tank (p. 6), “The primary geotechnical issue associated with the development of this project as proposed is the presence of groundwater near the proposed foundation and floor elevations.” CGS agrees with Vivid (p. 6) that “one of the following options should be considered: • A permanent dewatering system, or • Designing the below-grade spaces to resist buoyancy and hydrostatic pressures of the groundwater including an appropriate waterproofing system.” Provided Vivid’s recommendations are adhered to, CGS has no objection to the project as planned. Update the Traffic Summary to discuss traffic impact such as the expected average daily trips at the tank sites, or if unmanned how often staff visits the tank sites for inspections or maintenance. Additionally, road impact fee may be required with the site development plan application. 2. Engineering defers site specific review and comments to the site development plan application. The following documents is required with the initial site development plan application: - Final Drainage Report - Grading and Erosion Control Plan (inform the planner if the GEC plan is included with the Construction Drawings) - GEC Checklist - Stormwater Management Plan (SWMP) - SWMP Checklist - PBMP Applicability Form - Financial Assurance Estimate (FAE) - Force Main Construction Drawings - Erosion and Stormwater Quality Control Permit (ESQCP) 3. Work-in-the-ROW permit will be required for work in El Paso County Roads. Construction impacts on County transportation facilities will be addressed in these permits.
