Academy District 20 is in receipt of File #P2216 for approval of Rhetoric Sterling Ranch Multi-family Rezoning.

The District is requesting fees in lieu of land dedication per the existing El Paso County Code for all residential units developed within the Rhetoric Sterling Ranch Multi-family Rezoning including the very small portion of this project that is included within the Sterling Ranch Sketch Plan.

Traffic Engineering has the following comments:

1- The developer will be responsible to improve Vollmer Road to the ultimate minor arterial cross-section and include a northbound right turn lane and a southbound left turn lane at Business Drive. Those turn lanes will need to contain 155-foot turn lane and 160-foot long transition taper.

2- The developer will be responsible construct an eastbound right turn lane at Marksheffel Road/ Business Drive intersection. The turn lane will need to contain 200-foot turn lane and 180-foot long transition taper.

3- The developer will be responsible construct an eastbound right turn lane and a westbound left turn lane at Marksheffel Road/ Sterling Ranch Road intersection. Those turn lanes will need to contain 200-foot turn lane and 180-foot long transition taper.

4- The developer will need to work with El-Paso county and the city of Colorado Springs traffic engineering division on the developer financial responsibilities for the future signals at Marksheffel Road/ Vollmer Road and Marksheffel Road / Sterling Ranch Road intersections.

5- The details of the signing and striping of the future public roadway improvements will be addressed during the construction plans review.
