Academy District 20 is in receipt of File #SF249 for approval of the Settlers Ranch Filing 3 Final Plat. Academy District 20 is requesting land dedication in lieu of fees for all residential units within the Sterling Ranch development per the approved agreement between the District, El Paso County, SR Land, LLC and Classic SRJ Land, LLC. The District is experiencing ongoing residential development. The District gained approximately 11,000 new residential units between 2018 and 2023 which included 4,595 Single Family, 1,040 Single Family Attached, and 5,612 Apartments as reported to the District by local developers. During that same timeframe, the District only experienced a total membership increase of 171 students. This information is updated annually in October A drop in the birth rate plus the significant increase in the cost of housing has slowed student growth in the District. The amount of Dawson aquifer water allocated to this subdivision as identified in section 602 conflicts with the amount in section 610.1. 4. If these covenants are only for Filing 3, and if there is a separate HOA for Filing 3, then I think the amount of Dawson, Arapahoe, and Laramie-Fox Hills aquifer water identified in section 602 is wrong. There may also be an error in the Water Supply Review. This Filing should be allocated only 3,960 AF of Dawson water and some combination of Arapahoe and Laramie-Fox Hills water totaling 3,960 AF. The available referral documents include the Final Plat (Rampart Surveys, LLC, January 19, 2024), Letter of Intent (Jerome W. Hannigan and Associates, Inc., March 23, 2024), Construction Plans (JPS Engineering, April 8, 2024), Soils and Geology Study (Entech Engineering, Inc., June 28, 2023), and other documents. We offer the following comments: 1. Note 28 of the grading and erosion control plans (JPS Engineering, April 1, 2024) references a soils report prepared by Front Range Geotechnical (dated February 2004). This should be updated to reference Entech Engineering’s current report. 2. Drainages exist within the project area that are designated as existing wetlands per the National Wetlands Inventory (U.S. Fish and Wildlife Service, National Standards and Support Team, wetlands_team@fws.gov). Additionally, Lots 16, 17, and 23 contain drainage easements. Erosional setbacks should be established near drainages and noted in the plans. No buildings or on-site wastewater treatment systems should be allowed within the drainage easements. These areas are also areas of potentially seasonal shallow groundwater per Entech’s report. We agree with Entech that due to the size of the residential lots (2.5 to 4.5 acres), the seasonally and potentially seasonally shallow groundwater areas can be satisfactorily mitigated through avoidance. 3. CGS agrees with Entech (page 9), “Individual investigations for new building sites and on-site wastewater treatment systems will be required prior to construction.” Provided Entech’s recommendations are strictly adhered to, CGS has no objection to approval of the final plat. 1. For assignment of addressing for lots and tracts, place addressing marker (xxx) where they are intended to be utilized. Addressing marker for lots should be front door 2. Standard Final Plat comments: a. Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block. b. A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of December 5th 2023, the fee for all credit/debit cards has changed from the flat 2.95% fee to the following: Over the phone Credit/Debit Card payments will be 2.3% and In-Person Debit Card payments will be 1.5% (in-person only). c. Pre-plat reviews can be reviewed via “pdf” or in-person. The pre-plat will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations stamping the pre-plat and receiving payment of plat fees. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. The Enumerations stamped pre-plat copy should match the recorded document minus a few signatures.
