The available referral documents for the Knecht Subdivision site (39.0128, -104.6065) include a Soils and Geology Study (Entech Engineering Inc., 7/16/2024), Final Plat (Land Development Consultants, Inc., 1/20/2025), construction drawings (Kimley Horn & Associates, Inc., 11/11/2024), and other documents. Entech’s report contains good descriptions of the surface and subsurface conditions and makes appropriate recommendations regarding site development. Entech states (page 4), “The engineering geologic constraints/hazards identified on this site include artificial fill, potentially expansive soils, potentially unstable slopes, shallow bedrock, flowing water, and a floodplain.”

The Upper Black Squirrel Creek is mapped as a FEMA floodplain with potentially unstable slopes associated with its banks. This area is mapped on the final plat as a “no build zone and no storage of any materials.” Entech states (page 7), “This area will be avoided by development on Lots 4 and 5.” CGS recognizes that the proposed driveway and building footprints are shown within Lots 4 and 5 in the construction drawings and are located well outside the drainage easement line associated with the Upper Black Squirrel Creek floodplain area. Provided site-specific geotechnical investigations are conducted for new building sites and septic systems (recommended by Entech, page 9) and Entech’s recommendations are adhered to, CGS has no further comments regarding the final plat.

Enumerations has the following comments:

1. The County Assessor site show that there is a residence on parcel 4218000004 which uses the address of 12475 N. Meridian Rd. We have no permit history for a residence at that address. Verify whether or not that residence is still exists on that parcel. If so, then an address change will need to be submitted for this residence, along with a separate address change for 12425 N. Meridian Rd. as stated in previous Enumerations comments. These address changes must accompany the mylar when submitted to Enumerations for approval. Instructions for requesting an address change can be found on the PPRBD website.
2. Previous comments regarding recording of this plat still apply.

UBSCGWMD comments on Knect Minor Final Plat (October 17, 2024)

1. In the August 2024 Water Resources report the applicant reports an annual water demand of 2.5 af. However, in the GWC approved determination of water rights for the Dawson aquifer (3557-BD) the annual demand is listed as 3.77 af. This is confusing.
2. UBSCGWMD is concerned that the applicant will be unable to deliver the approved replacement water (0.9 af/yr) to the Black squirrel alluvial aquifer as required. The depth to the Dawson aquifer beneath the development site is very shallow -one to four feet. Discharge from onsite water treatment systems (septics) will very quickly saturate the thin unconsolidated sediment above the Dawson aquifer and as a result flow horizontally and will likely discharge to the black Squirrel Creek in the southern and eastern portion of the site. Once this water enters the creek it is unknown when and where the required replacement recharge will occur.
3. The GWC has required that a geophysical log be obtained for the new wells prior to the casing installation. This is important and the UBSC GWMD request an ability to review the geophysical logs.
4. Geotechnical issues -As discussed in the Soils and Geology Study (ENTECH, July 2024) there are numerous geologic and hydrologic conditions that present geotechnical issues, including potentially unstable slopes, shallow bedrock, flowing water, and a floodplain. Extreme care must be taken to not alter the hydrology of Upper Black Squirrel Creek and its floodplain and slopes. This is necessary to avoid/minimize pollution of Upper Black Squirrel Creek and prevent destabilization of the banks along the Creek.

CGS also recommends that the geologic constraints/hazards be listed and erosional setbacks be shown on the plat.

Enumerations has the following comments:

1. The letter of intent states that one of the access locations is on the southeast corner and serves 12345 N. Meridian Rd. I believe that is should state that there is an access on the southwest corner that serves 12375 N. Meridian Rd. and that the letter of intent should be corrected.
2. A copy of this plat should be submitted to Enumerations well in advance of submitting for recording for address assignment. Once addressing is returned, it needs to be added to the plat.
3. The current address of the residence of 12375 N. Meridian Rd. on Lot 1 will not change as a consequence of this plat and this address should be shown on the plat.
4. The address of the existing residence of 12425 N. Meridian Rd. which will be on Lot 2 will need to have a formal address change performed to a Grandin Pt. address as a consequence of this plat. The instructions for requesting this address change can be would on our website. This request needs to accompany the mylar at the time of mylar review.
5. Enumerations will review the mylar prior to recording for addressing, title block and street name per usual procedure. An Enumerations fee of $40 will be due at the time of mylar review.
6. Enumerations will not approve any building plans submitted prior to receiving a copy of the final recorded plat.
