In our recent comments (8/15/2024), we state, “CGS continues to recommend the county require a groundwater monitoring/observation program to obtain current groundwater data…” For the plat, this should be a statement (not a recommendation of CGS). Also, the statement, “Additional investigations by the soils engineer at the time of foundation design are required to be conducted on the site determine basement feasibility and selection of mitigation solutions once building sites have been determined,” should not be included since basement feasibility should be determined before final plat approval (preferably during preliminary plat approval) after a groundwater monitoring program is performed. CGS provided comments on October 4, 2023 and June 4, 2024, some of which are repeated herein. 1. Note 18 of the final plat (MS Civil Consultants, Inc., July 30, 2024) has been revised to state: “Additional investigations by soils engineer at time of foundation design is recommended to be conducted on the site to determine basement feasibility once building sites have been determined.” Mitigation measures for groundwater conditions (encountered at depths as shallow as 7 feet) should be determined prior to the approval of the final plat (ideally, at the time of preliminary plan/PUD), not prior to construction or during foundation design. CGS continues to recommend the county require a groundwater monitoring/observation program to obtain current groundwater data to ensure that proposed floor levels are at least three feet (preferably 5 feet) above maximum anticipated groundwater levels and maintained year-round. This monitoring/observation program should be conducted to determine if basements are feasible and/or if an underdrain system is required due to shallow groundwater. If a monitoring program is not performed, CGS recommends a plat note stating that no basements or inhabitable below-grade areas are allowed. 2. CGS agrees with Entech on pages 8-9, “In areas where high subsurface moisture conditions are anticipated periodically, a subsurface perimeter drain will be necessary to help prevent the intrusion of water into areas located below grade” and “…underslab drains or interceptor drains may be necessary.” Individual foundation perimeter drains are needed around any below-grade (basement) space if determined to be feasible and may discharge to a positive outfall or connection to an underdrain system if constructed. Individual foundation perimeter drains are intended to handle small amounts of intermittent water and should not be used to mitigate a persistent shallow groundwater condition. Mitigation measures recommended by Entech should be included in the final plat. 3. Entech’s recommendations for erosion control (page 15) and the erosion control plan (MVE, Inc., July 25, 2024) should be strictly adhered to during the design and construction of this development. 1. With respect to the SIA, no further comments. 2. With respect to the DMA, the recently uploaded agreement only addresses the grass buffers. Unless further changes to the plat are made, the DMA must still include a maintenance agreement with respect to the open drainage channel. Further legal review will not be conducted until the issue of whether the channel is to be included is resolved. If the channel is included, it is okay to have separate DMA agreements (one for the buffer and one for the channel, if desired). The Eagle Rising Filing No. 1 Final Plat (38.9785, -104.6898) does not contain any identified geologic hazards or unusual geotechnical constraints that would preclude the proposed development of the now 10 single-family residential lots on approximately 33.623 acres (Letter of Intent, May 19, 2024). CGS provided comments on October 4, 2023, some of which are repeated herein. 1. Note 28 of the Construction Drawings (MVE, Inc., May 21, 2024) references a soil report dated June 12, 2023. The only report in the referral documents is Entech’s January 25, 2023 report. 2. Groundwater was encountered at depths of 7 to 14.5 feet in the test holes during drilling (Soil, Geology, and Geologic Hazard Study (Entech Engineering, Inc., Revised January 25, 2023)). As per El Paso’s Engineering Criteria Manual (Appendix C, Section D.6), the seasonal variations and recommendations concerning groundwater level fluctuation should be discussed in the Geologic Hazards Report. It's important to note that monitoring/observations of groundwater fluctuations have not been conducted, and Entech’s drilling program and subsequent groundwater measurements were last obtained in 2014 (SSI for the North Dam). CGS strongly recommends the county require a groundwater monitoring/observation program to obtain current groundwater data to ensure that proposed floor levels are at least three feet (preferably 5 feet) above maximum anticipated groundwater levels and maintained year-round. This monitoring/observation program should be conducted to determine if basements are feasible and/or if an underdrain system is required due to shallow groundwater. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. Planning Division will provide detailed comments when the Preliminary Plan is submitted pursuant to BoCC resolution 20-423. I would recommend resubmitting the preliminary plan and all appropriate documents and reports shall be submitted alongside the preliminary plan. If you are going to propose private roads then you will need a new preliminary plan to establish the road as private. However, based on the current configuration it is not recommended for a continuation of a public road to become private. I would recommend establishing a finding of water sufficiency with the preliminary plan if you are seeking administrative final plat approval. To date, water resources analysis has not been submitted with SP-20-005 or this application. We cannot approve this final plat until the preliminary plan is approved. 1. The last time Enumerations saw this project was October 2020. The request to have the area addressed was placed and completed in June of the same year. Since the configuration has now changed, there will be a readdressing fee that will be added when the platting fees are due. That fee for readdressing will be $50.00 and the platting fee will be for 8 lots and 1 tract if an address is needed for the tract. 2. For assignment of addressing for lots and tracts, place addressing marker (xxx) where they are intended to be utilized. Addressing marker for lots should be front door. Contact Enumerations to have the area readdressed. 3. Stand Final Plat Comment; please read Enumerations will review the mylar prior to plat for address placement, street names, and title block. a. A $10.00 per lot and tract platting fee will be due at the time of the review of the mylar, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. An additional over the phone transaction fee of $3.50 will apply for any credit card payment. b. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL.
