The following will be presented to the Airport Advisory Commission on 06/28/2023: Airport staff recommends no objection with the following conditions: • Avigation Easement: An avigation easement is requested or provide proof of previous recording (book/page or reception number) for parcel. • Airport Acknowledgement: Upon accepting residency within the Outlook Powers & Grinnell, all adult residents and occupants shall be required to sign a notice in which the tenant acknowledges that Outlook Powers & Grinnell lies within an Airport Overlay Zone and is located less than 2 miles from Colorado Springs Municipal Airport and may, at times (24 hours per day), experience noise and other activities and operations associated with aircraft and the Airport. • APZ-2: The proposed development is within the Accident Potential Zone 2 (APZ-2) subzone of the Commercial Airport Overlay District, as adopted by El Paso County. The proposed use associated with this development is permissible in the APZ-2 subzone outlined in Section 4.3.1 of the El Paso County Land Development Code. • Noise: Although it appears that the proposed development will be located outside of the 65 DNL noise contour, the developer is encouraged to work with the airport for noise mitigation measures and procedures. The developer should notify tenants of potential noise impacts in their lease agreement, or wherever appropriate, to ensure all future tenants are made aware of noise impacts associated with aircraft overflight. • FAA Form 7460-1: If use of equipment (permanent or temporary) will exceed 80 feet above ground level in height at this site, the applicant will need to file Federal Aviation Administration (FAA) Form 7460-1 “Notice of Proposed Construction or Alteration” for any new vertical development at this site, including temporary construction equipment, and provide FAA documentation to the Airport before the commencement of construction activities; FAA’s website (https://oeaaa.faa.gov/oeaaa/external/portal.jsp). |

1. Informational; On the north east corner of the proposed lot on south Powers blvd and the right of way, there is a pole with a small cell site attached to it. The address to the service is 4530 S Powers Blvd. 2. Sheet Index shows there is 25 pages, yet there are only 6 pages. I am not finding a legend stating line by line the items in this project. 2. Each detached structure will receive a separate address. Mail kiosk, trash enclosures-over 7’ tall, retaining walls-(typically permitted together under one address), garages, carports, apartment buildings. Will the seating lounge area fireplace have a separate gas line from one of the buildings? Mark on top of the buildings and garages as to their building types. 5. Interior street names need to be added to the project. We would like to have at least 6 street names. Contact El Paso-Teller County E-911 Authority for approval of street names for this project. An email is required to be emailed to the Enumerations department. Amy Vanderbeek amy@pprbd.org 6. Secondary addressing needs to be provided to Enumerations prior to plan submittal to Regional Building Department. If this is not provided prior, the plan will most certainly be delayed. Rear Loaded homes will have unique address assignment and placement. A plat note will be required showing address placement. c. Provide a 100 scale copy or larger of the entire APPROVED development plan (d.p.) to this department so that addressing can be assigned. Once received, the development plan will be placed on a list to be addressed. Development plans that are not yet approved may be addressed, however additional plan review fees will accrue if changes are made to the D.P. after initial addressing.
