CGS provided review comments during the Preliminary Plan submittal for Phase 2 on July 9, 2021 (most recent). We offer the following comments and recommendations.

1. Note 28 of the Grading and Erosion Control Plan (J.R. Engineering, LLC, May 6, 2022) and Note 25 of the Final Plat (J.R. Engineering, LLC, June 14, 2022) reference Entech’s May 4, 2021 report (Filing No. 3) and should be updated to Entech’s May 25, 2022 study.

2. Entech’s report (Table 2) noted that groundwater was encountered in five test borings at depths of 7.5 and 11.5 feet, and bedrock was encountered at depths of 3 to 19 feet. Entech also identifies seasonal shallow groundwater areas affecting Lots 109, 111, 135, 145-147, 173, 174, 180, 181, 183-188, 195-197, and 207-208 and potentially seasonal shallow groundwater affecting Lots 110, 112, 132-134, 136, 137 and 175-179 (Figure 7). A statement was included in the preliminary plan (N.E.S., Inc., May 17, 2021), “In areas of high groundwater: Due to high groundwater in the area, all foundations shall incorporate an underground drainage system. Under drains to be maintained by the District.” CGS recommends that Note 25 of the Final Plat be updated to include all the geologic hazards and a statement indicating that an underdrain system will be installed for the site (similar to the preliminary plan).

3. Entech states (page 11), “Where shallow groundwater is encountered, underslab drains or interceptor drains may be necessary,” and “Where basements are considered, interceptor and underslab drains may be necessary.” As noted in the construction drawings (J.R. Engineering, LLC., May 6, 2022), underdrains appear to be incorporated into the lot design.

4. The letter of intent (N.E.S., Inc., September 2022) and wetlands mapper reference a jurisdictional wetland traversing the site that “will be lost” with the preferred mitigation of the “watershed approach” to re-establish the wetlands near Sand Creek. For the existing drainage (wetland), Entech states (page 10), “these areas are to be regraded and surface drainage will be collected and piped along the western boundary of the site to a detention pond south of the site.” CGS recommends that this drainage(s) be further evaluated during site-specific geotechnical investigations to determine the impact (i.e., saturated conditions, differential movement, variable subsurface conditions (fill/native material), etc.) on future development.

Provided Entech’s recommendations are adhered to, the recommendations above are included in the project plans, and lot-specific subsurface soil investigations are performed, CGS has no objection to the final plat approval.

1. For addressing purposes can we continue Cordgrass Drive east and end it at School House Drive? I do not see the need to change street names in the middle of the street to add Ennis Drive.
2. Please provide the future extension of School House Drive going east, so that Enumerations can assign addressing correctly for the extension of this street.
3. Lots 147-157 are being depicted as a part of Sterling Ranch Fil No 2 to be replatted with this filing . The lot count is the same and will not affect the addressing that has already been platted.
4. There is a letter S in the title block next to the Township that should be removed.
5. Final Plat Comments;
Enumerations will review the mylar prior to plat for address placement, street names, and title block.
a. A $10.00 per lot and tract platting fee will be due at the time of the review of the mylar, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. An additional over the phone transaction fee of $3.50 will apply for any credit card payment. The lots that are being replatted will not be charged a plat fee.
b. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL.
c. Mylar reviews can be reviewed via “pdf”. The mylar will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations receiving payment. Academy District 20 is in receipt of File# SF2229.

Academy District 20 is requesting land dedication in lieu of fees per the existing El Paso County Code for all residential development within the Sterling Ranch Sketch Plan located within District boundaries as previously requested for all residential development within Sterling Ranch. The District is requesting that fees NOT BE collected as per previous responses regarding Sterling Ranch. The District is aware that Classic Homes is assuming the development of Sterling Ranch and that 2 school sites will be reserved within the Revised Sketch Plan. The District is waiting to receive information regarding an agreement between the county and Classic Homes which will clarify the Districts' request for land dedication for all of Sterling Ranch. The District intends to utilize the land credits for ALL of Sterling Ranch in the future to pay for the sites being proposed by Classic Homes.

Colorado Parks and Wildlife (CPW) has reviewed the plans for the Sterling Ranch Filing No. 4 in El Paso County. Colorado Parks and Wildlife (CPW) has commented on the entirety of the Sterling Ranch project area and CPW would refer to those comments already provided.
