1. As stated in my last review lots 37-29 are addressed from Jayla Trail, now these lots are renumbered as lots 45-47. Lots 45-47 are addressed from Jayla Trail. Please add the street name Jayla Trail to the plat. You can gray it out, if does not need to be bold, since this street was a part of another filing. But it should be clear what street these lots are addressed from.
2. Lots add to this filing, 30-36, and an additional lot on Lemon Grass Road. Addressing will need to shift on this sheet from how it was originally assigned. There will be an additional readdressing fee applied at the time of the review of the mylar. Plat fee and readdressing fee due.
3. Are addresses needed for tracts A, B, H & I ? If so, place the addressing marker, (xxx) where you intend on using the address. Once new addressing is received, the addressing will need to be added to the plat.

4. Standard Final Plat comments: Fees- Plat fees will now be for 47 lots and 5 tracts (C-1, D-1, E-1, F-1, G-1).
a. Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block.
b. A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of December 5th 2023, the fee for all credit/debit cards has changed from the flat 2.95% fee to the following: Over the phone Credit/Debit Card payments will be 2.3% and In-Person Debit Card payments will be 1.5% (in-person only).
c. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. A copy of the final recorded plat is required prior to approval in the Enumerations department on any COMMERCIAL plan submittal. Please email the Enumerations staff member that reviewed your project. CGS’s previous comments, dated August 4, 2022, remain valid, specifically regarding shallow groundwater and basement feasibility, which are included and modified below.

As stated on page 14 in RMG’s soil and geology study (Rocky Mountain Group (RMG), Revised December 3, 2021), “In areas where groundwater is anticipated to be within 14 feet of the original ground surface, Challenger Homes is proposing the use of non-basement foundations.” RMG’s study includes test holes and specific recommendations for Filing No. 1 through 3. The letter of intent (N.E.S., Inc., Revised October 2022) states, “The overall Bent Grass development restricts several lots to non-basement construction. However, all 39 lots in Falcon Meadows at Bent Grass Filing No. 4 were not specified for non-basement construction. Individual site-specific soils and geology studies will verify if basement construction is feasible for each lot.” CGS disagrees with verifying basement construction feasibility during individual site-specific studies.

Also, the Geologic Hazards note on the final plat (Galloway, October 4, 2022) states, “The builder has agreed to restrict construction to non-basement foundation types in areas where groundwater is anticipated to be shallower than 14 feet below ground surface. The soils and geology study did not restrict any lots in Falcon Meadows at Bent Grass Filing No. 4 due to shallow groundwater.” However, the December 3, 2021, report by RMG does not investigate or include any reference (or updates) to Filing No. 4. Therefore, our previous recommendation remains valid.

CGS recommends a site-specific study for Filing No. 4 that includes an updated Engineering and Geology Map illustrating lots to be restricted to non-basement construction. If basements are planned within Filing No. 4, CGS recommends the county require groundwater monitoring/observation to verify that proposed floor levels are at least three feet above maximum anticipated groundwater levels (and maintained year-round) or groundwater is greater than 14 feet below the original ground surface. This monitoring/observation program should be conducted immediately (prior to final plat approval) and before the installation of public infrastructure to determine if basements are feasible, to design detention ponds, and understand the effect groundwater will have on public infrastructure. Groundwater levels typically rise after development, and measurements of groundwater variations provide a basis for anticipating future groundwater levels.

The 100-year FEMA floodplain (Unnamed Tributary to Black Squirrel Creek No. 2, issued December 7, 2018) that traverses Filing No. 4 is marked and the proposed lots are outside the limits of the floodplain. However, we recommend a building setback of sufficient distance from flood zone limits to reduce hazards associated with rising floodwaters and erosion and scour.

The Falcon Meadows at Bent Grass Filing 4 (38.9501, -104.6214) development will include 39 single-family residential lots and 7 tracts on approximately 10.4 acres. The available referral documents include Letter of Intent (N.E.S., Inc., June 2022), Grading and Erosion Control Plans (Galloway, July 1, 2022), Final Plat (Galloway, June 2, 2022), Construction Plans (Galloway, July 1, 2022), Drainage Report (Galloway, July 1, 2022), and other documents. A soil and geology study specific to Filing 4 was not provided. Therefore, the soil and geology study (Rocky Mountain Group (RMG), Revised December 10, 2020) that was provided during our previous reviews for Falcon Meadows at Bent Grass (Filings 2 and 3) and referenced in Note 28 of the grading and erosion control plans was reviewed for this submittal.

As page 16 of RMG’s Soil and Geology Study states, “The most significant geologic constraints to development recognized at this site are expansive/compressible soils and shallow groundwater.” In addition, a floodplain per FEMA (Unnamed Tributary to Black Squirrel Creek No. 2, issued December 7, 2018) traverses Filing No. 4. RMG designates this area as “subject to inundation by the 1-percent annual chance flood event” and “sw - seasonally wet area where near-surface moisture conditions may occasionally occur”. CGS offers the following comments and recommendations.

Shallow groundwater and basement feasibility: As stated on page 14 in RMG’s report, “In areas where groundwater is anticipated to be within 14 feet of the original ground surface, Challenger Homes is proposing the use of non-basement foundations.” The letter of intent states, “The overall Bent Grass development restricts several lots to non-basement construction. However, all 39 lots in Falcon Meadows at Bent Grass Filing No. 4 were not specified for non-basement construction.” CGS recommends a site-specific study for Filing No. 4 that includes an updated Engineering and Geology Map illustrating lots to be restricted to non-basement construction. If basements are planned within Filing No. 4, CGS recommends the county require groundwater monitoring/observation to verify that proposed floor levels are at least three feet above maximum anticipated groundwater levels (and maintained year-round) or to determine if groundwater is greater than 14 feet below the original ground surface. This study should be performed prior to the approval of the Final Plat to determine if basements are feasible and/or if an underdrain system could be employed for this site. Groundwater levels typically rise after development, and measurements of groundwater variations provide a basis for anticipating future groundwater levels.

a. Enumerations will review the mylar prior to plat for address placement, street names, and title block.
b. A $10.00 per lot and tract platting fee will be due at the time of the review of the mylar, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. An additional over the phone transaction fee of $3.50 will apply for any credit card payment.
