Airport Staff will present to the Airport Advisory Commission with the following:

Airport staff recommends no objection with the following conditions:

• Avigation Easement: An avigation easement is requested or provide proof of previous recording (book/page
or reception number).

• Accident Potential Zone 2: The proposed development is within the Accident Potential Zone 2 (APZ-2)
subzone of the Commercial Airport Overlay District, as adopted by El Paso County. The proposed use
associated with this development is permissible in the APZ-2 subzone.

• Airport Acknowledgement: Upon accepting residency within Eastwood Village, all adult residents and
occupants shall be required to sign a notice in which the tenant acknowledges that Eastwood Village lies within
an Airport Overlay Zone and is located less than 3 miles from Colorado Springs Municipal Airport and may, at
times (24 hours per day), experience noise and other activities and operations associated with aircraft and the
Airport.

• Noise: Although it appears that the proposed development will be located outside of the 65 DNL noise contour,
the developer is encouraged to work with the airport for noise mitigation measures and procedures. The
developer should notify tenants of potential noise impacts in their lease agreement, or wherever appropriate, to
ensure all future tenants are made aware of noise impacts associated with aircraft overflight.

• FAA Form 7460-1: Based on elevation data and distance to runway, the applicant will need to file Federal
Aviation Administration (FAA) Form 7460-1 “Notice of Proposed Construction or Alteration” for any new vertical
development at this site, including temporary construction equipment, and provide FAA documentation to the
Airport before the commencement of construction activities; FAA’s website

The available referral documents include the letter of intent (Kimley-Horn and Associates, Inc., April 19, 2023), preliminary plan (Kimley-Horn, April 21, 2023), preliminary subsurface soil investigation (Entech Engineering, Inc., January 25, 2022), and other documents. The applicant proposes thirty-two multi-story townhome buildings with tuck-under garages and uncovered surface parking, landscaping, and open spaces.

Per Appendix C of the El Paso County Engineering Criteria Manual and Section 8.4.9 of the El Paso County Land Development Code, a geologic hazard study should be performed. The submitted preliminary subsurface soil investigation does not discuss the site geology and does not directly discuss the potential geologic hazards associated with the site. The geologic hazards note on the preliminary plan references Entech’s January 25, 2022 report and lists isolated steep slopes and erosion as geologic constraints impacting the site, however, no reference to these constraints or mitigation measures is discussed in Entech’s report. If a geologic hazards study has been performed, CGS would appreciate a copy for our review and records.

Additionally, the exploration program performed by Entech indicates low blow counts (N-values), as low as 2 in test boring no. 7. According to the Geologic Map of the Elsmere Quadrangle (Madole, R.F. and Thorson, J.P., 2003, CGS OF-02-02), eolian sand overlies the Dawson formation at an unknown depth. The eolian (wind-deposited) soil types can exhibit hydrocompaction (settlement or collapse under loading and wetting). Hydrocompactive soil is a geologic constraint impacting this site and should be listed as a geologic hazard/constraint in the preliminary plans.

In summary, CGS recommends a geologic hazards study be performed that evaluates the hazards and constraints impacting the site. It will be important that site-specific geotechnical investigations be performed for each proposed building before the issuance of building permits. The study should evaluate the potential for hydrocompaction throughout the soil profile.

• For assignment of addressing for lots and tracts, place addressing marker (xxx) where they are intended to be utilized. Addressing marker for lots should be front door.
• Provide a 100 scale copy or larger of the entire APPROVED development plan (d.p.) to this department so that addressing can be assigned. Once received, the development plan will be placed on a list to be addressed. Development plans that are not yet approved may be addressed, however additional plan review fees will accrue if changes are made to the D.P. after initial addressing.

Some of the noise levels identified in the noise study are very close to the 67 dBA threshold in Sec. 8.4.2.B.2 of the LDC. It is highly recommended that you include noise mitigation measures as outlined in the Code:

• Increased building setbacks;
• Modified site orientation for buildings and outdoor areas;
• Landscape buffers or tracts;
• Noise easement;
• Soil berming;
• Noise barrier.
