No transportation comments. Access is via a section of Old Ranch Road that is owned/maintained by the City. Drainage comments: 1. The proposed condition changes the manner of drainage flow exiting the property to a point discharge from the detention pond. The point discharge is directed towards the residential lot located within Unincorporated El Paso County. The County's concern is that the point discharge will create an incised channel via erosion through the adjacent property. Provide sufficient hydraulic analysis of the flow path between the pond outfall and the next suitable outfall. This flow path must be hydraulically stable/adequate. See the County's Engineering Criteria Manual Chapter 3 Section 3.2.4 for the definition for what constitute suitable outfall. For point discharge the applicant may need to acquire a drainage easement for the flow path through the adjacent property to the west. One potential way to match the historic manner of flow is by constructing a flow spreader. 2. Show the pond emergency spillway/flow path.
