Public Service Company of Colorado (PSCo)/Xcel Energy has existing electric transmission lines and associated land rights as shown within this property. Any activity including grading, proposed landscaping, erosion control or similar activities involving our existing right-of-way will require Public Service Company approval. Encroachments across Public Service Company’s easements must be reviewed for safety standards, operational and maintenance clearances, liability issues, and acknowledged with a Public Service Company License Agreement to be executed with the property owner. 3. Mail Kiosks, if needed, can use the address assigned to the tract numbers, it appears that Tracts I and K are tentatively going to need addresses for Mail Kiosks.
4. Unplatted area to the south, will Kingston Peak Place continue south. We might need to revisit this street for addressing purposes once the addressing plan is sent to Enumerations.

FINAL PLAT STANDARD COMMENTS:

1. Enumerations will review the mylar prior to plat for address placement, street names, and title block.
2. A $10.00 per lot and tract platting fee will be due at the time of the review of the mylar, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. An additional over the phone transaction fee of $3.50 will apply for any credit card payment.
3. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. BeckyA@pprbd.org (Please email the Enumerations staff that reviewed your project).
4. *New standard comment*: All mylar reviews will be reviewed via “pdf”. The mylar will be stamped by Enumerations for accuracy and returned to the applicant and the planner. Colorado Geological Survey

CGS previously reviewed the planned unit development and preliminary plan referral (PUDSP216) for 994 single-family units on approximately 206.473 acres located east of Marksheffel Road and Fontaine Blvd. We understand that Filing No. 1 will consist of 535 single-family lots and 12 tracts within 107.82 acres. Rocky Mountain Group’s (RMG) response to CGS’s comments for PUDSP216 satisfactorily addresses our previous concerns.

The site does not contain steep slopes or mapped floodplains, nor is it exposed to any geologic hazards that preclude the proposed development. As noted on page 14 of RMG’s Soils and Geology Study (RMG, July 2, 2021), geologic constraints are present and include expansive soils and bedrock, faults, seismicity, radon, and erosion. We offer the following comments.

1. As noted on page 16 of RMG’s report, “The subexcavation should extend to minimum depths of 5 to 10 feet (as indicated on Figure 3, Subexcavation Recommendations) below the bottom of all proposed foundations components, and at least those same distances (laterally) beyond the proposed “buildable” area on each lot.” CGS agrees with RMG that “the subexcavation and replacement process does not guarantee that the swell potential will be reduced to acceptable levels.” The earthwork contractor should be made aware that additional “overexcavation and replacement of some or all of the previously placed fill material may be required,” as stated by RMG on page 13.

2. As noted on page 13 of RMG’s report, “lot-specific subsurface soil investigations are still required at the time of construction to verify that the expansive potential of the claystone has been reduced to acceptable levels by the recommended moisture-conditioning and replacement operations.” CGS recommends a note be added to the plans stating that prior to residential construction, lot-specific subsurface soil investigations are required for site-specific foundation design and other engineering aspects related to development. Also, the geologic constraints listed in Note 21 of the Final Plat (MS Civil Consultants, Inc., January 11, 2022) and Item 6 of the Final Plat Criteria in the Letter of Intent (Matrix Design Group, undated) should be updated to include the constraints listed in RMG’s report (page 14). Hydrocompactive soils, steep slopes, and fill soils were indicated in the Final Plat and Letter of Intent, however, these hazards/constraints were not identified in RMG’s investigation.

3. As noted on page 19 of RMG’s report, “A subsurface perimeter drain is recommended around portions of the structures which will have habitable or storage space located below the finished ground surface.” RMG did not encounter groundwater in their borings during drilling. As noted by RMG (page 19), “depending on the conditions encountered during site-specific subsurface soil investigations and the conditions observed at the time of the open excavation observations, additional subsurface drainage systems may be recommended.” CGS agrees with RMG that “surface and subsurface drainage systems should be implemented” and that “Exterior, perimeter foundation drains should be installed around below-grade habitable or storage spaces.”

4. Some of the test borings in FIG-2 of RMG’s report are not labeled or missing (i.e., D-52 to D-58, D-61 to D-65, D-67 to D-70).

5. The Geotechnical Report Note on the Grading Plans (CORE, December 2021) should be updated to include RMG’s most recent revision (July 2, 2021).

Provided RMG’s recommendations are adhered to, and lot-specific subsurface soil investigations are performed, CGS has no objection to the proposed residential use and density for Filing No. 1.
