6665 Walker Road (High View Estates, located at 39.0911, -104.707) is planned as a rural residential subdivision with 5-lots on 40 acres. The site does not contain any geologic hazards or unusual geotechnical constraints that would preclude the proposed development. The available referral documents include a Soil, Geology, and Geologic Hazard Study (Entech Engineering, 12/28/2021). Entech’s report contains good descriptions of surface and subsurface conditions and makes appropriate recommendations regarding site development. CGS concurs in general with their identification of geologic hazards and constraints impacting or potentially impacting the site. Entech states p. 3, “Groundwater is not anticipated to affect shallow foundations on the majority of the site.” Should basements or other below-grade inhabitable spaces eventually be desired, the soil and foundation investigation for the individual site must include an evaluation and discussion of the potential groundwater fluctuation anticipated at the site and if these fluctuations will preclude basements. Provided Entech’s recommendations are adhered to; CGS has no objection to approval of the planned subdivision. CGS recommends that Plat note #7 be expanded, or an additional note is added to the plat stating Entech’s recommendation p.8 “Individual investigations for new building sites and septic systems will be required before construction.” |

Regarding a request for approval of a final plat for High View Estates, Enumerations has the following comments: 1. Enumerations is in agreement with the 911 authority that the access to the new lots should be a named private street. Once a private street name has been accepted, submit a copy of this plat to Enumerations for address assignment. 2. Since the access to the existing residence will change, an official address change will need to be performed. The new address will be from the named private street. This address change request should be submitted when Enumerations reviews the plat mylar prior to recording. Instructions for submitting this request can be found on the RBD website. 3. Prior to recording, Enumerations will review the mylar for addressing, title block, street names and floodplain statement. An Enumerations fee of $10 per lot/tract which is assigned an address will be due at the time of mylar review. 4. The title block show the section as 19. This location is in section 18. Lewis-Palmer School District 38 Comments: 1. Is the access road off Walker going to be a cul-de-sac at the end of the road? 2. If so, how big is this cul-de-sac? Is it big enough for one bus turn? 3. Recommend a loop. 4. Who will be responsible for clearing snow? Walker Road is a school district priority 1 road ... concerns are the secondary off roads. Many East developments depend on their residents to clear snow. 5. We recommend placing the bus stop off Walker for HS/MS and possibly for elementary, too. Having parents meet the bus at the entrance. Recommend ample safe parking for parents to wait for the bus near the entrance , i.e. off Walker. 6. Potentially, a large turn around area at the entrance to avoid ever having to CROSS-OVER students on Walker Road. 6. If required to service a special needs child, we have to provide curb-to-curb service, per their IEP accommodations. 7. If we end up going into the development, these are 5 acre lots; it would require multiple stops, probably at the end of long driveways. |
