1. No landscaping has been provided screening the development along County right-of-way (Beacon Lite Rd). Landscaping along County right-of-way should follow County landscaping standards contained in El Paso County Land Development Regulations, Sec. 6.2.2. West of Beacon Lite Rd, property in El Paso County is zoned RR-5 (Residential Rural). Buffer between non-residential districts and residential districts is 15 ft. wide, with one tree per 15 ft. road frontage, and at least 1/3 of the trees being evergreen. Ground cover within buffer area should be 75% living plant materials.
2. No comments regarding lighting. No projections onto County land or right-of-way have been noted on this plan.

PCD-Engineering has the following comments:

Traffic/Transportation:
1. Beacon Lite Road is a County-owned and maintained road. An access permit will be required for the proposed additional traffic generated from this site.
2. A traffic study will be needed to address the traffic on Beacon Lite Road and any necessary improvements. It appears that at a minimum, lane and shoulder widening will be needed around the access for safety.
3. Construction drawings and permitting for any needed improvements to Beacon Lite Road will need to be submitted for review and approval to El Paso County. In the alternative, if the Town of Monument annexes this segment of Beacon Lite Road, CD reviews and permitting would be provided by the Town.

Drainage:
1. The drainage report should address the current condition and operation of the downstream detention pond. Are any revisions/improvements needed to the pond to meet current criteria and State requirements?
2. If roadway improvements are necessary per the comments above, address the improvements in the drainage report.
3. In section 4 of the drainage report, item 4 needs to be updated regarding industrial and commercial BMPs.
