The Colorado Geological Survey (CGS) has reviewed the resubmittal as requested (File Number SKP233, located near 38.7612, -104.6179). Please note that our previous comments from March 22, 2024, have not been responded to and are considered part of this review.

The letter of intent dated June 26, 2024, states on page 13, “RMG has provided a Soils and Geology Study with this submittal. This report has identified any potential Geologic Hazards and/or Constraints on site related to development of the property along with proposed mitigation of the hazards. The development will incorporate the recommended mitigation during final design and construction on site.”

RMG has identified the presence of shallow groundwater that may impact portions of the planned development. However, this geologic constraint has not been thoroughly evaluated, and the areas potentially affected have not been depicted on the site plans. Mitigation for shallow groundwater cannot be deferred until the final design and construction stages, as addressing this geologic constraint necessitates a year-long monitoring program. A monitoring program remains feasible before initiating the final design and construction phases.

We recommend that the county mandate the depiction of areas affected by shallow groundwater in the development plan and that this constraint be adequately evaluated with a monitoring program. No basements or other below-grade construction should be permitted in these areas unless site grading is planned to elevate the sites above the expected groundwater level, based on findings from a year-long monitoring program.

RMG has stated, “Shallow groundwater, if present at the time of home construction, is not projected to affect more than a very small percentage of the lots and does not warrant large-scale or development-wide mitigation.” Even one lot impacted by shallow groundwater can significantly impact the homeowner if appropriate mitigation measures are not planned and evaluated. Therefore, it is imperative that these areas be indicated in the development plan, and no basements should be constructed without a thorough evaluation of the shallow groundwater potential.

We strongly advise denying approval for the sketch plan until the lots potentially impacted by shallow groundwater are identified on the plan. Furthermore, our comments, including those from March 22, 2024, must be addressed before approval.

CDOT formal comment pending. Preliminary comments:
The study shows that Powers Blvd near Bradley Rd and Fontaine Blvd needs to be converted into a 6-Lane Principal Arterial in 2028 (before Phase 1 buildout) and that “The development should be responsible for widening to the MTCP/MTP classification if it is not already, or to the necessary classification.” The fair share has been calculated for Powers Blvd & Bradley Rd as 22%. However, the study also states that "Since the square footage of schools is not known yet, the required roadway impact fees will be determined once more details are known."
The applicant plans to provide intersection configurations, operational analysis and turn lane requirements “when the development progresses to a site-specific development plan or is seeking vesting.”
So, before the Phase 1 begins, the following will be needed:
- Operational analysis, intersection configurations and turn lane requirements at Powers Blvd intersections
- Fair share calculation for Powers Blvd widening to a 6-lane principal arterial.
- Fair share calculation for intersection improvements at Bradley Rd and Fontaine Blvd.
Therefore, the master study can be approved, as it suggests that additional detailed submissions will follow.
Detailed analysis will be needed for the access permit applications.

Fountain Mutual Irrigation Co. (FMIC) canal system lies within the Lorson Ranch Development Project on the west side of Jimmy Camp Creek. The canal system heads south parallel to Jimmy Camp Creek and crosses the Jimmy Camp Creek in a 48" diameter pipe before existing this development project heading toward the Old Appletree Golf Course in a southerly direction.

FMIC takes no further exception to this Rolling Meadows/Bull Hill Development project. FMIC takes no further exception to either if these proposed projects and will have no further comments pertaining to either of these projects.

Consideration, Rolling Meadows is outside of the 5 Mile IOS rating area and Will have an ISO rating of 10 (No Fire Protection Class) This is the highest insurace rating, meaning the most expensive. I recommend the developer start conversations with Security Fire Department on how and wear a new fire station thet could service these areas could be located.

As requested by the county (email, February 26, 2024), the Colorado Geological Survey (CGS) has reviewed the submittal (File Number SKP233, located in the vicinity of 38.7612, -104.6179). RMG has responded to our previous comments (CGS, October 12, 2023, EP-23-0066). A Response to Comments (RMG, Job No. 187746, January 23, 2024) and Amended Soils and Geology Study (RMG, Job No. 187746, August 5, 2022, Amended January 30, 2024) were included in the resubmittal.

RMG has drilled over 60 borings, and Entech’s report shows 40 borings nearby. Only two of these are reported to have encountered groundwater during drilling. RMG’s report has mapped (Fig-81-1) areas with potentially and seasonally shallow groundwater. No site boring map has been provided to show which borings were drilled in this area and if that includes the two borings with measured groundwater (Test Boring 11, with water measured at 17 feet, and Test Boring 15, with water measured at 14 feet).

A map of the boring locations in conjunction with the map showing potentially and seasonally shallow groundwater will help guide where the geologic constraint of shallow groundwater should be evaluated and where the future boring and monitoring locations should be focused. We recommend the county require a site boring map to determine where the two borings with measured groundwater are located, how many borings have been drilled in these areas, and their depths.

RMG states in its response that “Shallow groundwater, if present at the time of home construction, is not projected to affect more than a very small percentage of the lots and does not warrant large-scale or development-wide mitigation.” The results of the subsurface investigation for the sketch plan appear to support this conclusion. However, the areas with potentially shallow and seasonally shallow groundwater have not specifically been investigated and evaluated. Underdrain systems for these areas may still be warranted.

CGS does not object to conditional approval of the sketch plan provided that during preliminary planning
• Shallow groundwater is investigated using site-specific monitoring for seasonal variations in the areas mapped with potentially and seasonally shallow groundwater. Recording groundwater elevations should be done as part of this monitoring, thus ensuring the data is helpful for site grading and evaluating any plans for below-grade or basement construction.
o Investigation of shallow groundwater conditions cannot be left to site-specific investigations due to seasonal and yearly variations of this geologic constraint that are not typically evaluated during a single drilling event. Furthermore, it is generally too late to plan an underdrain for a subdivision or part of a subdivision that may be needed during site-specific investigations.
• Yearly precipitation data is evaluated with the monitoring program to evaluate expected variation in groundwater elevations further.

We understand that shallow foundations are planned. A note should be placed on the preliminary plans that in areas with potentially shallow groundwater and seasonally shallow groundwater, no inhabitable below-grade or basement areas will be allowed unless grading plans show grades will be raised in these areas or shallow groundwater conditions have been addressed with a monitoring program through all four seasons combined with a discussion of regional precipitation trends that can periodically increase the fluctuations expected in groundwater elevations. While the entire area may not require underdrains, the monitoring program can determine if underdrain systems will be needed in areas with potentially shallow groundwater and seasonally shallow groundwater and if they can be placed during the planned over-excavation for swelling and compressible soils and bedrock.

Matrix Design Group states that the commitment letter from the Water Service provider has been deferred to future submittals. The availability of groundwater for huge developments such as this can be problematic and is becoming more so due to drought and dwindling water resources. CGS recommends that the basis of assumptions of available groundwater for this project be provided to the county for review before approval of final plans.

Engineering Development Review will require all public improvements to be built to full City Standards if this is chosen for pre-annexation per the IGA. In addition, Bradley Rd., Drennan Rd. and Meridian Rd. will have to be built to full City Standards adjacent to this development if chosen for pre-annexation. Work with Traffic Engineering and Engineering Development Review on required cross-section at time of plan submittal.

Wildlife Report- Please revise the report to update land uses. Delete the word amendment. Does this include analysis of wildlife in Channel or riparian areas? Are there owls on the property? Does a owl/ raptor survey need to be done? This is not a field report but a report gathered from in office tools. The sketch plan is first step and should include field reports that subsequent applications can be guided by. This is Moderate wildlife potential as mapped by GIS.

There is a field report done by Walsh Environmental Engineers and Biologist in the 2005 SKP file. One could update that 18 year old report and determine what areas of the SKP are impacted.

Traffic Engineering has the following comments:

1- In the Major Thoroughfare Plan, all of the following streets are classified as six lanes Principal Arterials "Fontaine Boulevard, Meridian Road, Drennan Road, and Bradley Road". Please show and callout these roadway classifications in the Matrix Traffic Impact Study (TIS).

2- The developer will be responsible to construct all of Matrix TIS recommended roadway improvements or contribute the right amount of money to the City of Colorado Springs for all city roadway and intersection improvements.

The Fountain Mutual Irrigation Co. (FMIC) canal system lies within the Lorson Ranch Development Project on the west side of the realigned Jimmy Camp Creek and north of Fontaine Blvd. The canal system proceeds to the south toward and through the Lorson Ranch project and crosses beneath the Jimmy Camp Creek channel with a 48" diameter RCP pipe heading toward the old Appletree Golf Course and proceeds in a southerly direction from this point.

The FMIC canal system will have no impact on the proposed Rolling Meadows/Bull Hill Development project(s). FMIC takes no further exception to these proposed projects and will have no further comments pertaining to either of these projects.
