Colorado Parks and Wildlife (CPW) is in receipt of the above referenced permit application and is familiar with the site. Based both on the location and type of action that has been taken CPW anticipates that the impacts to the wildlife resource from this project would be negligible.

1. Addresses for the other two lots will be as follows: Lot 2 12910 Herring Road, Lot 3 12950 Herring Road. The Herring Road addresses are dependent on the approval to put in place an access and utility easement to allow driveway access from Herring Road. If not then a named street along the east side of lots 2 and 3 might be required to access these two lots and different addresses will be assigned.
2. Has El Paso/Teller County Emergency Services E-911 been contacted regarding access from Herring Road? An email from E911 stating they do not require a named street might be needed.

Standard FINAL PLAT comments:

1. Enumerations will review the mylar prior to plat for address placement, street names, and title block.
2. A $10.00 per lot and tract platting fee will be due at the time of the review of the mylar, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. An additional over the phone transaction fee of $3.50 will apply for any credit card payment.
3. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. BeckyA@pprbd.org (Please email the Enumerations staff that reviewed your project).
4. *New standard comment*: All mylar reviews will be reviewed via “pdf”. The mylar will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations receiving payment. If you would like an in-person review, please make an appointment on our website.

Colorado Geological Survey

As requested by El Paso County, the Colorado Geological Survey (CGS) has reviewed the submittal for 12930 Herring Road Minor Subdivision (39.0189, -104.6834). The site is not undermined, does not contain steep slopes, and the identified constraints and hazards associated with the site geology can be mitigated with engineering techniques commonly employed in this region. A geology and soils report by Entech for the site has recommendations that should be followed during any future development. Entech has recommended individual investigations for new building sites and septic systems prior to construction.
Once building locations have been identified, lot-specific geotechnical investigations consisting of drilling, sampling, lab testing, and analysis will be needed to characterize soil and bedrock engineering properties such as density, strength, water content, swell/consolidation potential, and bearing capacity; determine depths to groundwater, bedrock, and any impermeable layers that might lead to the development of a perched water condition; verify the feasibility of full-depth basements, if planned; and provide earthwork, foundation, floor system, subsurface drainage, and pavement recommendations for design purposes.

CGS has no objection to approval of the three-lot minor subdivision as proposed, provided that a note is added to the construction plans requiring additional site-specific borings once building locations have been determined. These borings should be deep enough to determine the feasibility of basements at each site (if planned).
