CGS has reviewed the resubmittal (38.7282°, -104.6578°). Documents submitted included The Glen at Widefield East, Filing 12 (Response to comments) J&K JOB: 221018, October 10, 2022. Our previous comments (August 5, 2022) have been addressed in J&K’s letter. Further, they state, “Again, as in all other filings of The Glen at Widefield East, each individual lot is to be investigated by the lot owner's Geotechnical Engineer of Record for final foundation parameters and recommendation as required by the Pikes Peak Regional Building Department.” Provided that lot-specific site investigations are a condition of approval of Filing 12, CGS has no objection to approval of the final plat as indicated.

This item was presented at the August 22, 2022 Airport Advisory Commission meeting with the comments below. No additional comments are being provided for this item.

Airport staff recommends no objection with the following conditions:

• Avigation Easement: An avigation easement is requested or provide proof of previous recording (book/page or reception number).

• Airport Acknowledgement: Upon accepting residency within The Glen at Widefield, all adult residents and occupants shall be required to sign a notice in which the tenant acknowledges that The Glen at Widefield lies within an Airport Overlay Zone and is located less than 4 miles from Colorado Springs Municipal Airport and may, at times (24 hours per day), experience noise and other activities and operations associated with aircraft and the Airport.

• FAA Form 7460-1: If use of equipment (permanent or temporary) will exceed 200 feet above ground level in height at this site, the applicant is to file an airspace evaluation case with the Federal Aviation Administration (FAA) and provide the results to the Airport before the commencement of construction activities. The applicant states in the Letter of Intent p. 3 “A soil and geological study has been prepared for the entire development at the time of the preliminary plat and has been updated as the platting process has occurred. The soil study is included with this submission.” P.4 “Please refer to the subsurface soil investigation prepared for the property by Soil Testing and Engineering, Inc. for the Glen at Widefield East Preliminary Plan for information regarding soils and geologic features. No constraints are depicted for this plat drawing.

The relevance to Filing 12 of the Preliminary Subsurface Soil Investigation by Soil Testing and Engineering, Report 060933, April 16, 2007, has not been shown by the applicant. This application includes multiple reports and data from previous submittals. It is beyond the scope of our review to determine which disparate parts submitted are intended to be an evaluation of the geologic conditions within Filing 12. CGS cannot determine if there are no constraints due to the soil and geologic features as stated by the applicant.

CGS recommends that the Geology and Soils report be validated by the engineer and updated for Filing 12 per county code requirements. As an example, shallow groundwater is one of the constraints common to this area. The submitted documents with groundwater data should be summarized for Filing 12. Per County Code, the influence of groundwater at this location should be discussed and the evaluation of shallow groundwater should include data on the extent of groundwater fluctuation expected at this site. Included in this groundwater discussion should be a determination of basement feasibility. Other conditions may also pose hazards and constraints within Filing 12, and these should each be specifically identified, evaluated, and mapped within this filing prior to the approval of the plat.

Regarding a request for approval of a final plat for The Glen at Widefield Filing No. 12, Enumerations has the following comments:

1. Two of the streets shown on this plat continue into filing 11. It has been a while since Enumerations has seen any plans for Filing 11, so, when submitting a copy of filing 12 for addressing, please include the latest plan for filing 11 so that addressing along those streets can be assigned consistently between the 2 filings.
2. Enumerations will review the mylar prior to recording per usual. The Enumerations fee due at the time of mylar review is $10 per lot/tract to which an address is assigned.
3. Provide a copy of the final recorded plat to Enumerations. Enumerations will not approve any building plans submitted without a copy of the final recorded plat in our records.
