CGS has previously reviewed this site (38.8673, -104.685) on February 21, May 3, and November 11, 2022. Our previous comments are a part of this review. Undocumented fill is one of the geologic hazards identified at the site. This hazard has not been fully characterized, and the risk associated with the proposed mitigation has not been demonstrated.

Before approval of the site development plan and final plat, CGS recommends that the County require the rationale for estimates of anticipated differential settlement of the undocumented fill. If calculations on heave from expansive material and settlement of the fill are comingled to estimate ultimate differential movement, this should be clearly indicated in the criteria to be reviewed.

CGS has previously reviewed this site (38.8673, -104.685). New documents submitted for this review include a Geologic Hazard Evaluation (CTL Thompson, Project No. CS19460-105, May 27, 2022).

Prior to approval of the site development plan, CGS recommends that the criteria used by the engineer to estimate differential movement at the site be sent to CGS for review. This may include the rationale for the estimate but must be of sufficient detail (i.e., calculations, methodology, etc.) for others to be able to reach the same conclusion as the engineer on the amount of differential movement expected at the site. If calculations on heave from expansive material and settlement of the fill are comingled to estimate ultimate differential movement, this shall be clearly indicated in the criteria to be reviewed.

A disclosure statement should be added to the final plat stating that this site is underlain by undocumented fill, that the total differential movement at this site may exceed the engineer’s estimates, and that it is unknown when in the future differential movement of the undocumented fill will occur.

Since Plat Note #11 discusses geologic hazards identified at the site, we recommend that the professional who prepared the geologic hazard report provide this notes content for the plat.

Regarding a request for approval of a final plat for Citizen on Constitution Filing No. 1, Enumerations has the following comments:

1. The letter of intent mentions that there will several apartment buildings and numerous secondary structures, all of which will require separate addresses and building permits. In order to assign addresses which will appear on this plat, the applicant needs to submit a copy of this development showing all structures which will require separate addresses to Enumerations for address assignment. 2. Once addressing is assigned, the addresses of the apartment buildings need to be placed on the plat in their approximate location, with the name of the street the addresses are assigned from clearly labeled.
3. Enumerations will review the mylar prior to recording per usual procedure.
