Incorporate the detailed discussion for criteria of approval and Master Plan as requested in the Letter of intent review 1 into this letter of Intent; maybe have Peter Patten craft that section of the Letter of intent. Clearly state why no debt is being proposed and clearly sate how the developer will be paid back by the district annually...

This application should be resubmitted as soon as possible with comments addressed so it can be scheduled for PC and the 2 BOCC hearings before District Court.

Annual Report and disclosure form needs to be updated, year, debt max, max mill levy, additional O and M mill levy, CCR mill levy. As stated previously, Gallagher is no longer applicable remove all Gallagher language.
If no debt is proposed to be issued, why have a district? Why would future residents issue debt on themselves to pay back the developer? Number 13 of form.
Number 12 of the form is less than the max debt?
Number 7 of the from shall be updated to address drainage and road ownership and maintenance.
Number 8 is not filled out completely.

Look at the service plan ID211 Grandview Reserve for sample.

Financial Plan Summary- Comments from review 1 not addressed.
No complete financial plan summary nor table and letter is provided nor addressed in the Service Plan. What is the absorption rate, what is the annual percentage . Where is the actual data set tables (bonding company documentation)? Provide the required financial summary and data sets prepared by a qualified licensed agent see other service plans summitted for 2021.

$750K seems very high for a market price to be used in this area. Where is that price point data coming from that supports that unit price?
New home sales are assumed to inflate at ?? percent per year.
Biennial reassessment on existing property is assumed to be ??? percent.
A typical 30-year debt service is proposed or is it something else?
Who wrote this financial plan summary and did the analysis to discharge the debt? What Firm?
Additionally, the table includes lots that are not within the proposed Districts boundary. The existing lots that have been sold are not to be included initially. The acreage on the legal and in the service plan is till not correct.

With the documentation or lack of, a staff report could not be written sating that the ability to discharge debt could be made which is a finding the BOCC makes.

Legal Description: Provide a total for the legal description. The legal reads 318+- acres less lots x,y,z...What is the total area to be placed in the District. There should be an exact total acreage that is to be included. That acreage less the lots not included should be listed in the Service plan. Verify that the Assessor's mill levies are correct in the service plan.

Typically the infrastructure costs are in spreadsheet or table format with all anticipated items and costs (drainage, roads, utilities, maintenance, etc.); this is recommended. If Drennan Road or Peyton Highway improvements are anticipated to be constructed by the district they should be listed in the improvements list/table.

The Ellicott Fire Protection district has no objections with the purposed metropolitan district. However, Fire Protection water supply needs to be addressed. The first 10 homes were platted and approved without fire protection water. Additional lots will be required fire protection water supply prior to approval of additional platted lots. The fire District would prefer this fire protection water supply be installed and maintained by the metropolitan district. The requirement would be for a 30,000 gallon cistern and dry fire hydrant, there is an option of wet live hydrant system however that is likely impractical at this time. Please Advise. Also there is a $100.00 fee for this review. Please submit a check for $100.00 along with the name of the project to:
