OWTS report - Per previous comment: Map Appendix D needs to show potential alternate site for the developed lot. You have provided the existing location as was requested, but no alternate location has been provided. LDC 8.4.8(C)(2) requires that all proposed lots have two OWTS sites. Regarding a request for approval of a plat for Treasured Acres, Enumerations has the following comments:

1. Are either of the driveway accesses shown on this plat intended to be an extension of Green Acres Lane? Please clarify as the answer will affect the way the new lots are addressed.
2. Submit a copy of this plat to Enumerations for address assignment once the street naming issued has been explained to us. Once the addresses are returned, they need to be added to the plat.
3. Prior to recording, Enumerations will review the mylar as usual. No Enumerations fee will be due for proposed lot 1 as the existing residence will retain the use of its’ current address.

The available referral documents include a Soil and Geology Study and Wastewater Study (Rocky Mountain Group (RMG), July 27, 2021). The Treasured Acres Farm Minor Subdivision site does not contain any unusual geologic hazards or geotechnical constraints that preclude the proposed three-lot residential subdivision. As noted on page 15 of RMG’s report, “Geologic hazards that were found to be present at this site include radon, and faults/seismicity. Geologic constraints such as: potentially expansive soils/bedrock were found on the site.” RMG also notes on page 12 that a steep slope, ranging over 30 percent, exists near the southeastern corner of Lot 1. CGS agrees with RMG that slopes greater than 30 percent are generally designated as “no-build” zones. Even so, we understand that no new construction is currently proposed within Lot 1. RMG’s characterization of the geologic hazards and constraints associated with the site is valid. CGS, therefore, has no objection to approval of the minor subdivision as proposed. We offer the following comments:

RMG observed two profile pits to evaluate the soils’ suitability for onsite wastewater; however,
RMG performed no drilling or laboratory testing. As noted on page 15, “A site-specific Subsurface Soil Investigation…will need to be completed for Lots 2 and 3.” Once the building locations have been identified on Lots 2 and 3 and prior to building permit application, a site-specific subsurface soil investigation consisting of drilling, sampling, lab testing, and analysis will be needed to characterize soil and bedrock engineering properties such as density, strength, water content, and swell/consolidation potential. These results will be needed to evaluate potentially moisture-sensitive (expansive and collapsible) soils and expansive claystone bedrock; determine depths to groundwater and bedrock; verify the feasibility of a full-depth basement, if planned; and provide earthwork, foundation, floor system, surface and subsurface drainage, and pavement recommendations for design purposes.
