PCS staff has mailed a notice to adjacent properties regarding the request for administrative plat approval. A minimum of 14 days is required before the plat can be approved and recorded. I did not see the plat note identifying the reception number for the previously recorded Park Lands Agreement on the plat as requested. Hello,
The Forest Lakes Filing No. 7 will direct stormwater to full-spectrum detention for released at or below historic rates, however there is a high likelihood of downstream damage within the Beaver Creek channel and habitat due to the increased volume (and frequency) of stormwater. While the downstream damage will not directly affect USAFA, it will indirectly impact the base by increasing our burden to conserve a greater portion of the regional Preble’s meadow jumping mouse habitat needed to meet U.S. Fish and Wildlife Service Recovery Plan goals. The conclusion on page 22 of the Drainage Report that the very well established downstream corridor and below-historic release rate will “theoretically” not cause additional erosion is not supported by numerous examples throughout El Paso County, or engineering guidance in the City and County Drainage Criteria Manuals.

FINAL PLAT:
• Enumerations will review the mylar prior to plat for address placement, street names, and title block.
• A $10.00 per lot and tract platting fee will be due at the time of the review of the mylar, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. An additional over the phone transaction fee of $3.50 will apply for any credit card payment. TOTAL PLAT FEE FOR THIS PROJECT IS FOR 79 LOTS & 4 TRACTS. A-3=$20.00, D-3=$20.00 TOTAL DUE AT PLAT $850.00

*New standard comment*: All mylar reviews will be reviewed via “pdf”. The mylar will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations receiving payment. If you would like an in person review, you will have to make an appointment on our website.

Hello - Thank you for the notice to review the project documents. As George San Miguel noted in his May 14, 2021 communication (attached), in order for us to review and analyze potential effects to Preble's meadow jumping mouse, we need an understanding of where Preble's mouse habitat occurs within the planned development area. I do not see a biological evaluation (or similar) listed in project file in EDARP. Is that something you can send to us separately? If so, please send it to ColoradoES@fws.gov.

The Colorado State Forest Service recommends that all forested acres be mitigated to reduce the risk of wildfire and that defensible space be created for each dwelling using the standards in the CSFS "Home Ignition Zone Guide" (formerly known as "Quick Guide FIRE 2012-1: Protecting Your Home From Wildfire") located on the Colorado State Forest Service website.

In addition, we recommend that all wildfire mitigation be completed before or during dwelling construction.
