CGS provided review comments during the Preliminary Plan submittal for Phase 2 on July 9, 2021, and the final plat on October 26, 2021. The applicant’s responses to our comments generally address our previous concerns. We offer the following comments and recommendations.

1. Note 28 of the Grading and Erosion Control plan (J.R. Engineering, LLC, Revised April 22, 2022) references Entech’s May 4, 2021 report and should be updated to Entech’s most recent revision (February 2, 2022).

2. Entech’s response to our 10.26.21 comments states:

“Groundwater was encountered at depths of 7 to 12 feet below the existing surface grade. Test Boring No. 2 located along the southern side of the site had the highest groundwater level, and was drilled during a period of increased precipitation in 2019. A minimum separation of 3 feet between foundations and highest seasonal groundwater level is recommended. The potential for perched groundwater conditions on the shallow bedrock exist on this site. It is our understanding an underdrain system will be installed on the site. Individual building drains can be tied into the underdrain. Recent test borings (1A and 2A) showed water at 12 and greater than 20 feet. Test boring logs are included in the report (Appendix B). The individual building drains can be tied into the underdrain.”

Entech's response addresses our previous concerns regarding shallow groundwater and basement feasibility. However, Note 25 of the final plat (J.R. Engineering, LLC, December 20, 2021) states, “Where basements are considered, interceptor or underslab drains may be necessary…Final drain recommendations regarding the need for underslab drains should be made at the time of foundations excavation observations. If lots require underslab drains, the drain can be connected to the sewer underdrain.” CGS recommends the groundwater levels in the borings drilled on-site continue to be measured in late spring, summer, and fall to evaluate the need for underslab drains and not solely during foundation excavation observations.

3. According to the construction drawings (J.R. Engineering, LLC., December 22, 2021), the underdrain will tie into the existing sanitary sewer underdrain, which outfalls to Pond W5 (south of the site). A statement indicating that an underdrain system will be installed for the site should also be included on the final plat.

Provided Entech’s recommendations are adhered to, the recommendations above are included in the project plans, and lot-specific subsurface soil investigations are performed, CGS has no objection to the final plat approval.

1. There are 3 less lots on Pennydale Drive from the development plan. This will change the addressing at the east end of this street. Addressing for this has been completed prior to the approved DP, due to the street being a continuation of the same street from the prior filing. Contact Enumerations for the correction of addressing. Typically there would be a fee to correct the addressing to a reconfigured DP. In this case this is a small change, therefore a readdressing fee will not apply.

STANDARD FINAL PLAT COMMENTS:
A. Enumerations will review the mylar prior to plat for address placement, street names, and title block.
B. A $10.00 per lot and tract platting fee will be due at the time of the review of the mylar, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. An additional over the phone transaction fee of $3.50 will apply for any credit card payment. PLAT FEE FOR THIS PROJECT IS FOR 63 LOTS & ZERO TRACTS WITH ADDRESS. TOTAL PLAT FEE IS $630.00. CGS provided review comments during the Preliminary Plan submittal for Phase 2 on July 9, 2021 (latest comments) that have not been addressed. These comments remain valid.

The comments below are specific to Filing 3 (Lots 1-63).

1. Entech’s Report and Grading and Erosion Control Plan.

Note 28 of the Grading and Erosion Control plan (J.R. Engineering, LLC, Revised May 26, 2021) references Entech’s June 25, 2020 report and should be updated to Entech’s most recent revision (May 4, 2021).

2. Shallow groundwater and basement feasibility.

As indicated in the Letter of Intent (August 2021), “Some areas of Phase 2 were found to be impacted by shallow groundwater, and certain lots were prohibited from having basements as mitigation. None of these lots are within Filing 3….” However, groundwater was encountered in TB-2 (within Filing 3 near Lots 16 and 17) at a depth of 7 feet below grade. According to the grading plan, the area around TB-2 will not be filled during grading operations. The feasibility of basements for Filing 3 due to shallow groundwater, seasonally shallow groundwater, and perched groundwater on shallow bedrock is not discussed in Entech’s report.

Entech states on page 18, “Additional investigation is recommended after grading and the storm sewer is installed to evaluate groundwater conditions.” In our experience, groundwater monitoring prior to development is useful for establishing a baseline for groundwater levels and the extent to which they can vary. CGS continues to recommend the county require groundwater monitoring/observation to obtain groundwater data that can also be used to determine the feasibility of basements. Entech should provide further discussion in their report regarding if basements are feasible for Filing 3 and/or if an underdrain system could be employed for this site. Proposed floor levels should be at least three feet above maximum anticipated groundwater levels and maintained year-round.

As stated on page 11 of Entech’s report, “Subsurface perimeter drains may be necessary to prevent the intrusion of water into areas below grade.” Individual foundation perimeter drains are needed around any below-grade (basement) space, if determined to be feasible, and that discharges to an underdrain system that gravity discharges to a daylight outfall. Individual foundation perimeter drains are intended to handle small amounts of intermittent, perched water and may NOT be used as sole mitigation of persistent shallow groundwater conditions. CGS agrees with Entech on page 18, “Where basements are considered, interceptor and underslab drains may be necessary.”

3. Final Plat.

Note 26 of the Final Plat only lists the Floodplain as a geologic hazard. We recommend that an additional note be added stating the feasibility of basement levels for Filing 3.

Effective July 2020 all new apartment projects or apartment remodels must provide 1 parcel locker for every 5 mailbox compartments.


Once the information is submitted, we will follow-up with any additional questions and we will set up a time to discuss the project for final approval.
