CDOT Access:
• Traffic Study (LSC#S214660) states that only one access is proposed for the property; however, the site plan depicts two. The property shall be limited to one access (eastern most proposed access).
• US24/Hathaway Drive 3/4 movement: The Traffic Study states that the EB left-turn lane should be lengthened 262 feet (from existing 660 feet length).
• US24/Hathaway Drive 3/4 movement: The Traffic Study states that the WB left-turn lane shall be lengthened 262 feet (from existing 600 feet length).
• US24/Motel Road: The Traffic Study states EB deceleration lane to Motel Rd too short (lacking 432 feet).
• In lieu of problematic lengthening the turn-lanes as indicated above, the US24/Motel Road cross-over shall be closed in accordance with CDOT specifications and the acceleration lane from the Powers Blvd ramp EB shall be extended to connect with the right-turn lane making a continuous lane to Hathaway Drive (see provided sketch).
• A NEW CDOT Access Permit is required by this development and is required to reapply. Please reach out to Arthur Gonzales regarding the reapplication process at arthur.gonzales@state.co.us

CDOT Traffic Operations:
• The existing right in / out on the west side of the property off of US 24G will need to be permanently closed by the applicant. With this closure, the existing right turn deceleration lane will be required to be extended to meet the State Highway Access Code requirement.

4. The Water Resources Report does not meet the requirements of Section 8.4.7 (B) of the Land Development Code, including but not limited to information regarding the amount of water Cherokee Metro District has available from all sources and the amount of existing commitments to serve.

2. Please upload a completed Water Resources Report.
3. Please upload a new Cherokee commitment letter. The current letter is dated June 15, 2020; therefore, it has expired. Also, commitment letter should note the water demand is "commercial" use instead of "domestic". Also please include the irrigation water demand to be supplied by the existing well.

The applicant proposes subdividing 7.13 acres and ultimately developing a commercial contractor’s main office space and a connected vehicle maintenance/storage building. With this referral, we received the Construction Drawings (Terra Nova Engineering Inc., July 21, 2021), Letter of Intent (T-Bone Construction, Inc., June 8, 2021), Final Plat (Compass Surveying & Mapping, LLC, July 20, 2021), and Geotechnical Engineering Study (Kumar & Associates, Inc. (Kumar), August 21, 2021). The referral documents did not include a geologic hazards study (as required per Section C.2 - Geologic Hazards Report of the El Paso County Engineering Criteria Manual).

Available geologic mapping (Geologic Map of the Elsmere 7.5 Quadrangle, Madole, R.F. and Thorson, J.P., 2003) indicates the site soils and bedrock are eolian sand underlain by the Laramie formation. The eolian (wind-deposited) soil types can exhibit hydrocompaction (settlement or collapse under loading and wetting). As noted in Kumar’s geotechnical engineering study (page 3), “Sampler penetration blow counts indicate the native soils are very loose to medium dense.” For instance, Kumar’s test hole logs showed a blow count of 3 blows per foot in boring 1 at 2 feet. Our experience in the area and the very loose soils indicate that the on-site soil possesses the potential for hydrocompaction. Kumar did not address these conditions in their geotechnical report, nor did they provide remedial measures. It will be important that a geologic hazards study is performed to evaluate the potential for hydrocompaction throughout the soil profile and provide appropriate mitigation procedures. Other geologic constraints include expansive soil or rock, high groundwater levels, erosion, etc.

The test borings did not extend into the Laramie Formation, and the depth of bedrock is unknown. Kumar did not mention that the Laramie Formation can contain highly expansive claystone. I assume this was due to Kumar’s assumption that the proposed building would not include basements or other below-grade construction. If full-depth basements for the office building are planned, it would be prudent to verify the depth of bedrock and the potential for expansive soil/bedrock.

In summary, CGS has no objection to the minor subdivision; however, CGS recommends a geologic hazards report per Section C.2 of the El Paso County Engineering Criteria Manual be performed prior to the site development plan submittal that addresses the site’s geologic hazards and constraints (such as hydrocompactive soil) and provides appropriate mitigation procedures.
