PCD Engineering comment on the TIS: Unresolved. Please revise report contents to include a sight distance exhibit showing sight distance lines along Struthers Rd. Some opposition has expressed concerns about potential lack of sight distance for vehicles turning onto Struthers Rd. Update sight distance exhibit to show sight distance on Struthers Rd. If curious where to find opposition letters please find them on the project page in EDARP. See ECM appendix B for criteria regarding sight distance for access points. 2/9/2023 1:10:19 PM

County Attorney - Water
1/19/2023 9:02:38 AM
Donala Water and Sanitation District is the proposed water provider for this subdivision. Section 4.2 on p. 7 of the Water Resources Report states in part that the “…District has legal authority to serve a majority [of] their District on [a] 100-year supply basis.” This is not correct. The District has in the past requested and received waivers of El Paso County’s requirement for a 300-year water supply, resulting in subdivisions receiving a finding of water sufficiency based on a 100-year water supply. No such waiver has been requested with this preliminary plan application. Unless notified otherwise, the County Attorney’s Office will proceed with its water review based on the requirement for a 300-year water supply during the next application review cycle and will require that this language be removed from the Water Resources Report. 1/19/2023 9:02:38 AM

The District letter and Water Supply Information Summary provide for 3 lots and a demand of 14.1 af/y. The Water Resources Report has a water demand of 3.24 for 2 lots. Please upload a Water Supply Information Summary, Commitment Letter from Donala Water & Sanitation District, a letter from the State Engineer's Office (Colorado Division of Water) and Water Resources Report that cite consistent information. The final plat proposal also shows similar inconsistencies that will need to be addressed prior to review by the County Attorney's Office. 11/1/2022 4:56:17 PM

The document you have provided in lieu of a water resources report is not the correct report per our Code. See the attached checklist for more information. Refer to LDC Sec. 8.4.7 for more information and review criteria. Please include water quality as a part of this report. The report should be site specific for this development and cross reference with the availability in the district to prove there is enough water. 4/27/2022 1:33:51 PM

A Subsurface Soil Investigation was submitted with the application for the Cathedral Rock Commons. A Geology and Soils Report is required with Preliminary Plans and, therefore, with these applications as outlined in the El Paso County Land Development Code. CGS recommends that a Geology and Soils Report be submitted to support the application as required by code.
