Planning Division has no comments at this time. Proposed church use is substantially consistent with surrounding uses. Any requirements or suggestions to buffer the use from residential properties located within the County may be submitted with a review of a site development plan. Additional comments may be provided with subsequent submittals. Note – EPC has not seen an annexation request for this property. Rezone shall be contingent on annexation approval. PCD-Engineering has the following comments: 1. Portions of Rosalie Street, Date Street, Siferd Boulevard, and Hopeful Drive are still unincorporated and are impacted by development of these parcels and other adjacent/nearby parcels located in the City. The County requests that the City take ownership and maintenance of the portions of these roads used by City development (either by deed and annexation or other appropriate method as agreed upon by the City and County). The County would prefer that the City commit to take ownership and maintenance of all remaining public ROW and infrastructure in this enclave area. 2. The condition and adequacy of the downstream drainage infrastructure should be addressed with this development. The continued development and lack of improvements to address the impacts in this enclave area are exacerbating the existing drainage issues within the the basin. The downstream facility is not engineered, is unstable, eroding, and flooding in the area causes impacts to multiple properties within the unincorporated County, property owned by El Paso County, and El Paso County ROW and public infrastructure. The lack of appropriate public infrastructure is a safety concern. The proposed development should address this issue and/or the City should commit to the County that it will take over ownership and maintenance of all public infrastructure and ROW utilized by City development in this enclave. -- Jeff Rice - 719-520-7877 Additional comments may be provided by the County Engineer. |
