The Woodmoor Water and Sanitation District No. 1 (the District) has received plans and documents related to the development applications referenced above. The District will work more closely with the Engineer when construction documents are prepared, but currently has the following concerns and/or recommendations:


General Comments


1. Please add a front lot easements for public utilities on lots 1, 2, and 3.
2. Would you please label “utility easements” with whether they are private or public?
3. Is it possible to add 3’ of width in the 7’ public utility and drainage easement on the southern and eastern property boundaries of Lot 3?
4. Is it possible to add 3’ of width in the 7’ public utility and drainage easement on the northern and eastern property boundaries of Lot 2?
5. There is a small strip of land between Lot 1 of Cloverleaf Filing no. 1 and Lot 546 Woodmoor Greens that has no easements across it. Will this strip of land be a trail? What will its use be? The District has a sewer line in the vicinity, so if this space will not be used for anything that would prevent access, would it make sense to have an easement across it?

Colorado Geological Survey review of Cloverleaf Filing No. 1 Final Plat SF2114 (Amy Crandall, P.E., acrandall@mines.edu):

As noted in Entech’s Soil, Geology and Geologic Hazard Study (Entech Engineering, Inc. Job No. 200100, revised November 9, 2020) for the Cloverleaf Development, the geologic hazards identified on the site include loose soils, erosion, potentially seasonal shallow groundwater, and seasonal shallow groundwater areas. Additionally, Entech’s Engineering Geology/Geology Map (figure 6) separates the site into the following: seasonal shallow groundwater area (sw), potentially seasonal shallow groundwater area (psw), erosion (er), and mapped wetlands. According to figure 6, lots 1 through 3 within Cloverleaf Filing No. 1 do not specifically include hazard areas.

Groundwater was observed at relatively shallow depths of approximately 12.5 to 13.5 feet below the ground surface in three of Entech’s borings (TB-1, TB-3, and TB-5). Entech’s recommendation for subsurface foundation perimeter drains (page 11) is valid and should apply to lots 1 through 3 within Filing No. 1 that include residential structures with below-grade space (basements and crawl spaces), regardless if they are constructed within Entech’s mapped potentially seasonal and seasonal shallow groundwater areas, and should be noted on the construction plans. As indicated in figure 8, subsurface drainage systems should discharge to a gravity outlet that discharges water as far as possible away from all structures. If lot topography does not allow for a gravity outfall, drains should discharge to an interior pumped sump.

The wetlands/seasonal shallow groundwater area mapped by Entech in the south-central portion of the Cloverleaf development does not impact lots 1 through 3 (Filing No. 1).

As noted on page 17 of Entech’s report, “Additional investigation is recommended as grading and development plans are prepared, prior to construction.” Once the building locations are known for lots 1 through 3, site-specific geotechnical investigations should be performed.

Regarding a request for approval of a final plat for Cloverleaf Filing No. 1, Enumerations has the following comments:

1. Submit a copy of this plat to Enumerations so that addresses can be assigned. Once the address plan is returned, the addresses must appear on the plat in the appropriate locations.
2. Prior to recording, Enumerations will review the mylar for addressing, title block, street names and floodplain statement. A fee of $10 per lot/tract addressed, payable to Pikes Peak Regional Building Department will be due at the time of mylar review.
3. Provide a copy of the final recorded plat to Enumerations. Approval of any plans submitted for this development will be pending receipt in our office of a copy of the final recorded plat.
