The Crowe Minor Subdivision site (39.063°, -104.7873°) does not contain any geologic hazards or unusual geotechnical constraints that would preclude the proposed 3-lot residential subdivision. The available referral documents include a Soil, Geology and Geologic Hazard Study (Entech Engineering, June 7, 2021). Entech’s report contains good descriptions of surface conditions and makes appropriate recommendations regarding site development. Entech identifies expansive soils, the potential for seasonal shallow groundwater, and downslope creep as the geologic conditions posing hazards or constraints at the site. They also discuss expansive bedrock, shallow hard bedrock and erosion that are also geologic conditions that pose hazards or constraints at the site. Future site-specific studies should reference and map (locate) all these identified conditions, and not just the ones discussed in the Engineering Geologic Hazards section of Entech’s report (p.4). Any future site-specific mapping based in part on further subsurface investigations should also define map unit Qau which is not defined on Figure 6 Geology/Engineering Geology Map in Entech’s report. Once building locations have been identified, lot-specific geologic hazard and geotechnical investigations consisting of mapping site engineering geology, drilling, sampling, lab testing and analysis will be needed to: map the identified geologic conditions requiring mitigation in each lot (such as shallow bedrock, erosion, potentially seasonally wet areas, downslope creep, and expansive soil and bedrock); characterize soil and bedrock engineering properties such as density, strength, water content, swell/consolidation potential and bearing capacity; determine depths to groundwater, bedrock, and any impermeable layers that might lead to development of a perched water condition; verify the feasibility of full-depth basements, if planned; and provide earthwork, foundation, floor system, subsurface drainage, and pavement recommendations for design purposes. It is imperative that grading, surface drainage, and subsurface drainage are correctly designed, constructed, and maintained to prevent wetting of potentially expansive soils in the immediate vicinity of foundation elements. Areas mapped as drainages should be evaluated with studies to determine extent of surface flow especially if plans to infill the drainages are desired as indicated by Entech (p. 5). CGS has no objection to approval of the three-lot minor subdivision as proposed, provided that a note is added to the plat indicating additional site-specific borings or test pits once building locations have been determined.
