1. For assignment of addressing for lots and tracts, place addressing marker (xxx) where they are intended to be utilized. Addressing marker for lots should be front door.
2. For any of the streets that continue into the next filing, Enumerations will need to see that continuation to provide accurate addressing for this file and the future filing.
2. FINAL PLAT:
a. Enumerations will review the mylar prior to plat for address placement, street names, and title block.
b. A $10.00 per lot and tract platting fee will be due at the time of the review of the mylar, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of September 28th, 2022, an additional over the phone transaction fee of 2.95% of the total transaction will apply for any credit card payment.
c. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. Amy@pprbd.org; Brent@pprbd.org; or BeckyA@pprbd.org (Please email the Enumerations staff that reviewed your project).
d. Mylar reviews can be reviewed via “pdf”. The mylar will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations receiving payment. Code Chapter 6 reference: Required Buffer and Screen Areas.
(1)Buffer Between Non-Residential and Residential Districts Separated by a Non-Arterial Road or Public Alley.
(a)Where Required. A buffer is required along the road-side lot, parcel, or tract line of any non-residential use where the use is separated from a residential zoning district by a non-arterial road or public alley.
(b)Depth and Planting Standards. The required buffer shall be a minimum of 15 feet deep. The minimum number of trees in the buffer shall be 1 tree for every 15 feet of the road frontage. A minimum of ? of the trees shall be evergreen trees.(c)Opaque Fence or Wall Required. An opaque fence or wall with a minimum height of 6 feet is required along the inside edge of the required buffer when the area immediately adjacent to the 15 foot buffer is used as a service corridor for loading, maneuvering or storage. If the area is used for parking, the required parking lot screening shall be applicable.(d)Minimum Ground Covering Required. The required buffer area shall require a ground cover at maturity with a minimum of 75% living plant materials. Bark, wood chips, rock, stone, or other natural landscape material shall be used as a non-living ground cover. Areas of a required buffer not covered in approved living ground cover material shall be covered in an approved non-living ground cover.
(2)Buffer Between Non-Residential, Multifamily Residential and Single-Family/Duplex Uses.
(a)Where Required. A buffer is required in the following situations:(i)Along the lot, parcel, or tract line on the non-residential use property between the non-residential use and a residential zoning district.
(ii)Along the lot, parcel, or tract line on the multifamily use property between the multifamily use and a single-family or duplex zoning district.
(iii)On the residential side of the project when use to use compatibility is a concern.

Grandview Reserve, Filing 1 proposes up to 568 residential units at varying densities, community park, church, and school on 190 acres. CTL Thompson Inc. (CTL) performed a Geologic Hazard Evaluation and Preliminary Geotechnical Investigation for the Grandview Reserve, Filing 1 (dated January 6, 2022). CTL’s report provides a valid description of surface and subsurface conditions and soil and bedrock engineering properties. There are no geologic hazards or unusual geotechnical constraints present that would preclude the proposed uses and density. CTL states on page 7, “Geologic hazards we identified at this site include expansive soils, hard bedrock, and shallow groundwater.” Provided CTL’s recommendations are adhered to and lot-specific subsurface soil investigations are performed, CGS has no objection to the proposed PUD/preliminary plan approval. However, we offer the following comments and recommendations.

Shallow groundwater and basement feasibility: CTL observed groundwater in their borings at shallow depths (4.5 to 16.5 feet measured days after drilling), which, depending on grading plans, may preclude full depth basement construction unless mitigation is implemented. CTL states on page 7, “The presence of shallow groundwater can impact basement level construction. Current groundwater depths indicate proximity of groundwater to basement level foundation systems may be a concern, particularly near drainages.” CGS agrees with CTL (page 7), “The depth to groundwater will also be impacted by proposed grading and depth of foundations” and “This condition can be mitigated through use of foundation drains, active underdrains (if allowed and installed by the developer), or cut-off drains.” Full-depth basements should not be considered unless mitigation measures are implemented to ensure that a minimum separation distance of three feet between the shallowest seasonal water levels and the lowermost floor and crawlspace elevations can be maintained year-round. It would be prudent for the county to require groundwater monitoring/observation to determine if basements are feasible and/or if a groundwater collection or underdrain system could be employed for this site during the preliminary plan stage. Individual foundation perimeter drains are intended to handle small amounts of intermittent water and should not be used to mitigate a persistent shallow groundwater condition.

PUD/Preliminary Plan: The Geological Conditions on the PUD / Preliminary Plan (Galloway, Undated) should be updated to include CTL’s preliminary geotechnical investigation (January 6, 2022).

Grandview Reserve, Filing 1 proposes up to 568 residential units at varying densities, institutional use (i.e., potential church site), and parks & open space on 189.479 acres. CTL’s Preliminary Geotechnical Investigation, Grandview Reserve (December 23, 2020), provides a valid description of surface and subsurface conditions and soil and bedrock engineering properties. There are no geologic hazards or unusual geotechnical constraints present that would preclude the proposed uses and density. CTL states on page 5, “Geologic hazards at the site include expansive soils and bedrock and areas of shallow groundwater.” Provided CTL’s recommendations are adhered to, and lot-specific subsurface soil investigations are performed, CGS has no objection to the proposed PUD/preliminary plan approval. However, we offer the following comments and recommendations.
