The Colvin Heritage Farms Minor Subdivision site (38.9994°, -104.6457°) does not contain any geologic hazards or unusual geotechnical constraints that preclude the proposed 2-lot residential subdivision. The available referral documents include a Soils and Geology Report (GWI, 8.16.20) and OWTS Profile Pit Evaluation (Geoquest, 8.9.17), containing good descriptions of surface and subsurface conditions. The reports identify shallow groundwater and shallow bedrock at this location. Shallow groundwater can impact the feasibility of basements or other below-grade areas. CGS recommends site-specific soils and foundation investigations for each lot after the development of site plans. Each site should evaluate the need for perimeter drains and other mitigation for shallow groundwater. Provided the recommendations of GWI and Geoquest are adhered to, including engineered septic systems, CGS has no object to approval of the preliminary plan.

STANDARD ENUMERATIONS COMMENTS-FINAL PLAT:

1. Enumerations will review the mylar prior to plat for address placement, street names and title block. During Covid-19 all mylars will be reviewed via email. We will stamp off and return it to the applicant and the planner.

2. $10.00 per lot & tract platting fee will be due at the time of the review of the mylar (2 addresses per lot & tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD.
No plat fees will apply to this plat.

3. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. Amy@pprbd.org

NEPCO has no objections to this application since its impact on relevant issues affecting our members is virtually nonexistent.

We also agree with the applicant that a dedicated 20-foot right of way along their frontage with Burgess Road is disproportional to its impact on traffic and roads in that area. In addition, since it is likely that a ROW dedication would not have been considered if appropriate relief had been granted for a larger guest house, the appearance of overreaching may be perceived!

The Black Forest Land Use Committee recommends approval of this minor subdivision and finds it in conformance with the Black Forest Preservation Plan.

The Committee does not feel the owner needs to dedicate ROW for a future widening of Burgess Road since such a reservation has not been made for other properties along that road.
