Please clarify the subdivision water demand. The Water Supply Information Summary (WSIS) cites demand as 1.493 acre-feet/year. The Colorado Division of Water Resources refers to an updated WSIS and cites demand as 1.581 acre-feet/year. The April 2021 Water Resources Report cites various figures:
-In Table 3.1 it cites demand as 1.493 a/f;
-In Section 3.3 it cites demand as 1.946 a/f; and
-In Section 4.2/Conclusion, it cites demand as 1.581 a/f.

Please have documents updated as needed so the correct acre-feet of water demand is indicated. Thank you.

The provision in the covenants related to maintenance of the private road refers to it as the "Common Drive." This label is not used on the plat. The plat uses "Private Street" and "Private Access Easement." Please use the same label in the covenants as is used on the plat. Regarding a request for approval of a final plat for Johnson Estates Filing No. 1, Enumerations has the following comments:

1. The plat now shows the address of the existing residence for Lot 1. Plat note 21 states that there will be no direct lot access to Hwy 83. As stated in previous comments, an official address change to the approved Cross Ridge Heights for the existing residence will be required as part of the platting process and needs to be submitted at the same time the plat is submitted for review. Instructions for requesting an address change can be found on the RBD website.

Regarding a request for approval of a final plat for Johnson Estates Filing No. 1, Enumerations has the following comments:

1. The 911 authority has requested that the access driveway be a named street. Enumerations concurs. As a result, the existing home on proposed Lot 1, will access from the named street instead of Hwy 83. This means that the existing home will need an address change. The address change request needs to be submitted when the plat is submitted to Enumerations for review. Instructions for requesting an address change can be found on the RBD website.
2. Per Regional Building Code, section RBC312.8 addresses must appear on plats. Submit a 100 scale copy of the plat to our office for addressing. Place an (xxxx) on all lots and tracts which will require an address, in the location the address will be needed. Once addressing is completed, the addresses will be returned so that they may be placed on the mylar prior to recording.
3. Prior to recording, Enumerations will review the mylar for addressing, title block, street names and floodplain statement. A fee of $10 per lot/tract addressed, payable to Pikes Peak Regional Building Department will be due at the time of mylar review.
4. Provide a copy of the final recorded plat to Enumerations. Approval of any plans submitted for this development will be pending receipt in our office of a copy of the final recorded plat.

Colorado Geological Survey review of D. Johnson Minor Subdivision MS211 (Amy Crandall, P.E., acrandall@mines.edu):

As noted on pages 4 and 5 of Entech’s Soil, Geology and Geologic Hazard Study (Entech Engineering, Inc., January 19, 2021), the hazards identified on this site include expansive soils, drainage areas, and downslope creep. Entech’s assessment of geologic hazards and characterization of subsurface conditions are valid. CGS, therefore, has no objection to approval of the minor subdivision as proposed. We offer the following comments and recommendations.

Downslope creep: As noted on page 6 of Entech’s report regarding downslope creep, “The area identified with this hazard includes the steeper slopes along the ridges across the site” and “These areas will be avoided by the proposed structures; however, structures may encroach on these areas.” CGS agrees with Entech’s recommendations (page 5), “structures should be designed to be as compact and rigid as possible,” and “Any cuts steeper that 3:1 should be retained by walls designed for the sloping conditions.” The project team should incorporate these mitigation measures in project planning and design.

Setback from minor drainages: Entech identifies several minor drainage swales on the site. Entech states on page 4, “Due to the size of the proposed lots these areas can either be avoided or redirected around proposed structures or proposed soil treatment areas.” Entech did not observe water flowing in the drainage swales. However, these areas have been known to carry water and have the potential for seasonal shallow groundwater. CGS recommends that erosional setbacks associated with the minor drainage swales be evaluated and, if necessary, included in the drainage plans. As noted on page 4 of the OWTS – Wastewater Study (Entech Engineering Inc., December 21, 2020), “Individual wastewater treatment systems must be located a minimum of 25 feet from dry gulches and 50 feet from water courses or floodplains.”

Project planning and design: As recommended by Entech (page 8), “Individual investigations for new building sites and septic systems will be required prior to construction.” This information will be needed to design individual foundations, floor systems, and subsurface drainage and to determine each lot’s suitability for a full-depth basement if planned. Potential constraints that would need to be addressed through site-specific studies include:
• Potentially moisture-sensitive (expansive and collapsible) soils and expansive claystone bedrock.
• Shallow groundwater conditions.
• Excavation in hard sandstone bedrock.

In summary, CGS recommends:

• That erosional setback associated with the minor drainage swales be evaluated and, if necessary, included in the drainage plans.
• Entech’s recommendations are incorporated in the project planning and design.

The Colorado State Forest Service recommends that all forested acres be mitigated to reduce the risk of wildfire and that defensible space be created for each dwelling using the standards in “Protecting Your Home From Wildfire: Creating Wildfire-Defensible Zones“ FIRE 2012-1 located on the Colorado State Forest Service website and as discussed in the Wildfire Hazard & Mitigation Report attached to the application.
