Description
Request to develop 175 MW solar facility including single-axis tracker arrays with photovoltaic modules capable of generating up to 175 AC MW and a potential of 25MW Battery Energy Storage System. This project will have an 1,350-acre solar array siting envelope within a 4998.37 Acres WSEO Boundary owned by the City of Colorado Springs . The project will also include 35-kv medium voltage feeders to the project substation, a centralized project substation and overhead high-voltage AC feeders to the Williams Creek substation. Expansion of the Williams Creek Substation and 230 kV lines are included in the 1041 request.

Public Service Company of Colorado (PSCo)/Xcel Energy has existing electric transmission lines and associated land rights as shown within this property. Any activity including grading, proposed landscaping, erosion control or similar activities involving our existing right-of-way will require Public Service Company approval. Encroachments across Public Service Company’s easements must be reviewed for safety standards, operational and maintenance clearances, liability issues, and acknowledged with a Public Service Company License Agreement to be executed with the property owner. PSCo is requesting that, prior to any final approval of the development plan, it is the responsibility of the property owner/developer/contractor to have this project assigned to a Land Rights Agent for development plan review and execution of a License Agreement (via website www.xcelenergy.com/rightofway or email coloradorightofway@xcelenergy.com).

Please note that PSCo does not SERVE natural gas or electric in this area.

1. Appendix AF – Parks and Trails Proposal
Utilities recognizes that as part of the El Paso County Trails Master Plan that was developed in 2013, a public access trail corridor is depicted through the City of Colorado Springs owned property known as Lower Williams Creek Reservoir site. At this time, Utilities cannot approve a public access trail corridor through the site due to potential safety concerns, state and federal regulations, and construction and operational plans. Utilities is committed to continuing to work with El Paso County Parks for potential alternatives for the planned trail system in this area.

2. Colorado Springs Utilities recognizes that the pre-construction, construction, and post-construction requirements stated in the Pike Solar natural resource plans are the responsibility of the permit holder and not the responsibility of the property owner (i.e., City of Colorado Springs) or the property manager (i.e., Colorado Springs Utilities).

CGS previously provided comments on this submittal on 5/25/21. Pertinent new work accompanying the resubmittal included a Preliminary Drainage Report (CORE Consultants, Inc. 7/21), a revised Geotechnical Engineering Report (Terracon, 8.30.21) and Geologic Hazards Study (Kumar, 8.30.21). These reports satisfactorily address our previous comments. Provided the recommendations and design criteria presented by the consultants in these reports are strictly adhered in the development of the solar array and its infrastructure CGS has no objection to the project as planned.

Reports available for our review include the 1041 Application (juwi, Inc., April 2021). Appendix T is Terracon’s Geotechnical Engineering Report (2.5.21). Terracon provides a geotechnical assessment of the site that includes some discussion of the soils, geology, and geologic hazards and potential impacts to the facilities. Terracon states (p.5) “A site-specific detailed geologic description is beyond the scope of this project.”
The El Paso County Engineering Criteria Manual (ECM) provides guidance for the type of Soils and Geology investigations and reports required for any public improvements. Terracon does not specifically list or map the geologic conditions and associated hazards and constraints as defined by the Engineering Criteria Manual. CGS recommends site-specific investigations for planned structures be conducted prior to construction and evaluation of risk from geologic conditions be derived from locally accurate geologic information. These investigations should include site-specific geologic mapping. Geologic hazards and engineering constraints to be discussed that are potentially impacting the site to various degrees include:
• loose, easily erodible soils,
• collapsible soils,
• expansive soils,
• seasonally shallow and perched groundwater, and,
• scour and erosion potential during flooding.
Bedrock of the Pierre Shale bedrock underlies the entire project area from the ground surface to variable depths and is encountered in Terracon’s borings at foundation depths. Terracon states (p.13) “While elevated swell percentages were encountered in the borings, it is our opinion with proper grading and drainage, the performance of foundations will not be significantly influenced.” The Pierre Shale has well-known swell and expansion characteristics including highly expansive material with high swell pressures. While grading and drainage are important, they alone are not sufficient mitigation for this bedrock formation. They also state in the Report Summary (p.i), “Based on the geotechnical analyses, the proposed electrical equipment may be supported on shallow foundations bottomed on native soils or new engineered fill, provided the owner is willing to accept the associated risk of movement.”
As the risk of movement is relatively unknown and can vary for individual sites additional subsurface work is recommended. This will allow the owner to understand and be better informed about the risk they are accepting. CGS recommends site-specific investigations and mapping be required for key infrastructure including the substation, arrays, Operations and Maintenance Shed, Inverters, and Transformers. Additionally, it would be prudent for the county to verify that the analysis of impacts noted in Appendix 0 – PPRBD Correspondence includes analysis of the potential for stream bed migration and extent of scour erosion during design storm events.

Please identify the parcel lines for the parcels to be included in the Pike Solar project- if a parcel is both outside and inside of the proposed boundary, depict whole parcel. Also, locate the existing Williams Creek substation, water pump station, and the existing Palmer WSE-O zone overlay (or eastern edge of the WASE-O zone) on this map. This will provide a reference point for what zoning is and existing uses in the area. There should be reference labels to existing land uses on zone map is vacant or agricultural, single-family, utility, industrial... etc.

1. The decommission process with Regional Building Department will require a demo and/or wrecking permit. If the foundation is to stay on site this would be a demo permit, if the entire structure and foundation is to be removed, this would be a wrecking permit.
2. The BESS (battery energy storage systems) buildings look to be separate structures. Are they wired together under ground? Separate addresses and separate permits may be necessary. Do you have construction drawings that you can share with Enumerations? Amy@pprbd.org
3. The fencing does not meet the requirements to have an address and separate permit issued, based on height.
4. Operations maintenance shed will require an address to be assigned and a separate permit issued, based on square footage. Show where this structure is located on page G101, please. Email a copy to me at Amy@pprbd.org
5. For the existing Williams Creek Substation area, what structure is being added, as shown on page WCC101? Please add this structure to page G101, we are using this sheet to address the area.
6. The 8 solar panel array areas that will be separately fenced will be addressed individually for each fenced area. Substation Drive, Irradiance Drive and Renewable Loop are existing street names for the William Solar project. Two of these street names may be used for this Pike Solar project. Further discussion with Enumerations and El Paso/Teller County 9-1-1 Authority is needed. More comments to follow.
7. When the addressing plan is set and understood by all, permanent signage with the addressing on the signs, for the site will be required in multiple locations.
8. Is the new site accessing/using the existing meters from Williams Substation? If not, show location of new meters. Please clarify.

Due to the size of this facility and the need for efficient emergency services, many of these access roads will need to be named.
Generally roads take on new names at 90 turns. For this situation however we may instead be able to accommodate a road name for each distinct section of the facility, considering that this area will have limited access.
