Certification Letters
1. The certifications need language per ECM 5.10.6.B:
a. Shall state that the site and adjacent properties (as affected by work performed under the County permit) are stable with respect to settlement and subsidence, sloughing of cut and fill slopes, revegetation or other ground cover, and that the improvements (public improvements, common development improvements, site grading and paving) meet or exceed the minimum design requirements.
b. For sites including detention and/or water quality facilities, the certification letter shall include a statement that the facilities provide the required storage volume and will meet the required release rates, as documented by an attached UDFCD/MHFD design form.

As-Built Plans
1. See previous redlines.
2. Show and label the revised outlet pipe and erosion protection on Pond C14.
3. Provide calculations in the form of a drainage report amendment and any correspondence addressing the replacement of temporary pond M5 with runoff reduction.
4. There are no revisions or notations on sheet C3.4; verify that the rain gardens were constructed per plans.
5. Streetlights may be shown on other sheets (see redlines) instead of including the photometric plans as as-builts.
6. Attach roundabout island landscaping as-builts to the set. Note: Sheet RD1.1 will also need to be updated if the Eagle Scout landscaping project proceeds.

Detention Model/Calculations
1. Provide revised pond calculation sheets with as-built elevations and volumes. Based on the surveyed contours it appears that some pond volume in the bottom may have been reduced slightly from original plans. Verify outlet pipe inverts and orifice hole elevations.

This is the only remaining comment from the letter, on the TIS:
The report indicates that school traffic is queueing out into the proposed public rights-of-way with the current traffic, and provides potential solutions. Provide documentation from the school on what solutions will be attempted and how that will scale to the additional traffic with the addition of the higher grade levels. Addressed in response letter; provide an update now that school has started. Also, it was noticed on a site visit that the “no left turn” sign from the southeast parking lot exit had been removed; please replace it.
Provide correspondence from Monument Academy on what queueing solutions are proposed. If this is not ready prior to plat approval a condition of approval will be provided.

On the Final Plat for recording, please add "Land" before "Development Code" in Note #23.

2. Standard Final Plat Comments;
a. Enumerations will review the mylar prior to plat for address placement, street names, and title block.
b. A $10.00 per lot and tract platting fee will be due at the time of the review of the mylar, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. An additional over the phone transaction fee of $3.50 will apply for any credit card payment.
C. A copy of the final recorded plat is required prior to approval in the Enumerations department on any COMMERCIAL plan submittal. Amy@pprbd.org; (Please email the Enumerations staff that reviewed your project).
Mylar reviews can be reviewed via “pdf”. The mylar will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations receiving payment. Colorado Parks and Wildlife (CPW) has reviewed the plans for the Monument Academy Minor Subdivision in El Paso County. Colorado Parks and Wildlife (CPW) is in receipt of the above referenced permit application and is familiar with the site. Based both on the location and type of action that has been taken CPW anticipates that the impacts to the wildlife resource from this project would be negligible.

Colorado Geological Survey has reviewed the final plat for the minor subdivision at the southeast corner of Highway 83 and Walker Road in El Paso County. The available referral documents include Plat Drawings (Rampart Surveys, LLC, October 4, 2021) and a Geotechnical Engineering Study, Proposed Monument Academy School, Vicinity of SEC of HWY 83 & HWY 105, El Paso County, Colorado (Kumar & Associates, Inc. (Kumar), Project No. 19-2-112, February 25, 2019).

The minor land subdivision consists of the following:
• Lot 1 (19.38 acres), which includes the recently constructed Monument Academy High School structure, recreational fields, and associated parking;
• An 80-foot wide interior road right-of-way to facilitate the existing Jane Lundeen Drive and the extension of Pinehurst Circle; and
• Four individual tracts (Tract A is 15.35 acres, Tract B is 19.90 acres, Tract C is 1.03 acres, and Tract D is 0.7 acres).

CGS understands that El Paso County has previously approved the school facility and roadways and that the four tracts will include future development. The site does not contain steep slopes, is not undermined, and is not exposed to any identified geologic hazards or unusual geotechnical constraints that would preclude the minor land subdivision. CGS has no objection to the approval of the minor land subdivision. We offer the following comments and recommendations for future improvements.

As noted on page 4 of Kumar’s geotechnical engineering study, “the clay soils in the area exhibited low to high swell potential when wetted. Shallow foundations and slabs placed directly on or near the expansive materials can experience differential movement causing distress if the materials are subjected to changes in moisture content.” CGS agrees with Kumar that “expansive clay soils be overexcavated and replaced with a nonexpansive structural fill.” CGS recommends that site-specific geotechnical studies be performed for future improvements within the four tracts.

The Colorado State Forest Service recommends that all forested acres be mitigated to reduce the risk of wildfire and that defensible space be created for each dwelling using the standards in the CSFS "Home Ignition Zone Guide" (formerly known as "Quick Guide FIRE 2012-1: Protecting Your Home From Wildfire") located on the Colorado State Forest Service website.
