The water demand is currently 1.712 acre-feet per year, yet the letter commits to 3.53 acre-feet per year. The commitment letter from Woodmen Hills Metro District dated 3/16/23 mentions an inclusion letter for inclusion into the District but doesn't note whether that is still pending or has been acted upon. The letter also must state the specific amount of water being committed by the District to this development. With this referral, we received the Letter of Intent (Land Development Consultants, LLC, September 19, 2021), Final Plat (Rubino Surveying, January 19, 2022), Geotechnical Engineering Report (Terracon, November 30, 2018), and other documents. The referral documents did not include a geologic hazards study (as required per Section C.2 - Geologic Hazards Report of the El Paso County Engineering Criteria Manual), and the geotechnical report does not discuss the site geology or the potential geologic hazards associated with the site. The site does not contain steep slopes or flood hazards, nor is it exposed to any geologic hazards that preclude development. Available geologic mapping (Geologic Map of the Elsmere 7.5 Quadrangle, Madole, R.F. and Thorson, J.P., 2003) indicates the site soils and bedrock are Eolian Sand underlain by the Black Squirrel Formation. The eolian (wind-deposited) soil types can exhibit hydrocompaction (settlement or collapse under loading and wetting). Terracon states (page 7), “Potentially loose native soils were encountered…We recommend the proposed building be supported on reinforced shallow spread footings bearing on a minimum of 12 inches of newly placed structural fill.” Terracon also observed groundwater at depths ranging from 5½ to 8 feet below existing grades. Terracon’s recommendations regarding raising site grades, maintaining a separation of at least 2 feet between the bottom of proposed foundations and top of groundwater, dewatering foundation excavations and utility trenches, as well as subsurface drainage measures, should be strictly adhered to. Terracon’s geotechnical recommendations appear appropriate to address the potential geologic constraints identified at this site, specifically hydrocompactive soils and shallow groundwater. If a geologic hazard report were performed earlier in the review process, we would appreciate a copy for our records. Provided all Terracon’s recommendations are strictly adhered to, CGS has no objection to the variance and replat. CGS recommends a note is included on the plans/final plat referencing the geotechnical/geology report and listing the geologic constraints associated with the site. Old Meridian Rd as depicted on the plat drawing has been renamed to Meridian Sol Dr and should be updated on the drawings. In addition to the vacated Pacific Ave, two other platted ROWs are depicted on the plan drawings (8th St and Eastern Ave). Are these ROWs intended for construction? The layout of these two appears to conflict with other development along N Meridian Rd, and are not necessary for Enumerations. E911 would recommend that these ROWs be vacated as part of this development.
