Drainage / Erosion Control
1. Regarding the drainage outfall across Link Road and the proposed channel through a private property (Integrity Bank & Trust) within the County, any necessary drainage and construction easements need to be acquired from that property owner.
2. At this time, there is not an intergovernmental agreement between Fountain and El Paso County regarding MS4 permitting of cross-jurisdictional construction projects. The applicant will either need to submit the applicable grading and erosion control plans (separate set), ESQCP application and SWMP to the County for the proposed construction on the County parcel or have Fountain provide documentation that the City will include the County portion of work under their oversight. An example memorandum of agreement will be provided separately and discussed with City Staff.

Transportation
1. The traffic study submitted with the preliminary plat application anticipates 30% of the site traffic (775 daily trips) utilizing Kane and R E A Roads. Address the project’s contribution toward the proposed roundabout and any other necessary offsite improvements.
2. Ensure that any negative impacts caused by the project to other County-owned and maintained roadways are appropriately mitigated. The latest TIS provided (November 4, 2019) does not address any interim improvements to offsite roads necessary for this development; verify if any improvements are needed to Kane or R E A roads or existing Ohio Ave. for the proposed amount of traffic to be added.
