- (a) Figure 2 Site Plan: The existing signal and intersection that are proposed to remain is too close to Powers Boulevard, violates current CDOT, EPC ECM, and the EPC adopted CDOT access management standards, and likely experiences traffic signal timing, queuing, and weaving operational issues that have not been addressed in this study.
- (b) Figure 9b Year 2040 Total Lane Geometry, Traffic Control and Level of Service: Poor LOS is noted for many of the traffic movements, including LOS E and F for multiple movements at the Wendy’s access signalized intersection and LOS E (and likely F too) for multiple movements at the Waynoka Road intersection. Note: There seems to be some potential inconsistency between Figures 9a and 9b with the traffic volumes and associated LOS for the northbound and southbound movements. For example, the southbound Waynoka Road 2040 left turn volume of 33 (am) and 53 (pm) results in LOS D and C, respectively, yet the much lighter northbound 2040 left turn volume of 3 (am) and 3 (pm) results in LOS C and E, respectively.

(2) The following transportation system improvements are suggested for consideration in lieu of the proposed Palmer Park and Powers Commercial Center TIS development submittal transportation system:
- (a) Please analyze the use of a right in and right out at the current Wendy’s signal in this study. At this time there is not sufficient justification for the full movement to remain.

(3)Please note that the TIS should also analyze the use of a roundabout for the southerly access to your site on Waynoka, this may improve the movement at this location.
