With this referral, we received the Letter of Intent (Oliver E. Watts PE-LS, 5/23/2023), Final Plat (Oliver E. Watts PE-LS, 12/14/2023), Drainage Plan and Report (Oliver E. Watts PE-LS, 12/13/2023), Soil and Geology Study (Rocky Mountain Group (RMG), 6/23/2023), and other documents.

The site does not contain steep slopes, nor is it exposed to any geologic hazards that preclude development. Provided RMG’s recommendations are adhered to, CGS has no objection to approval of the final plat. We offer the following comments and recommendations.

1. As page 12 of RMG’s Soil and Geology Study states, “Geologic conditions found to be present at this site include potentially compressible soils, seasonally shallow groundwater and radon.” Uncontrolled fill was also encountered within the site, which is considered a geologic constraint in RMG’s study.

2. RMG states (page 10), “no new structures are proposed.” Based on the grading plans, a detention or retention pond and other site improvements are planned for this project. CGS agrees with RMG “The potential exists for high groundwater levels during high moisture periods…” CGS recommends that mitigation measures for shallow groundwater be implemented for any improvements to the site, as applicable.

3. The elevation bottom of the detention/retention pond should be checked with respect to the seasonal high groundwater elevations obtained during additional soil investigations, as recommended by RMG (page 12).

4. CGS recommends a note be included on the final plat referencing the geologic hazard study and listing the geologic hazards and constraints associated with the site.

Please address the following comments regarding water supply for this subdivision:
1. The Water Supply Information Summary (WSIS) estimates a demand of 60 gpd to irrigate 0.6 acres. The presumptive demand figure for irrigation in the Land Development Code is 2.46 AF/acre or 0.0566 AF/1,000 sq. ft of irrigated land. For 0.6 acres, this equates to 1.48 AF/year or 1321 gpd. Even if irrigation occurs for only 7 months of the year, this equates to 0.863 AF/year. Please provide sufficient documentation to justify a demand that is less than 5% of the presumptive amount found in the Code.
2. The Water Resources Report (WRR) does not meet the requirements of Section 8.4.7 of the Code. Of primary concern is the lack of documentation regarding WHMD’s total supply of water, existing commitments to serve, and available supply to serve this subdivision. In addition:
a. The statement in Section 3.1 that the demand estimate of 60 gpd is based on Chapter 8 of the Code is incorrect. See comment #1 above.
b. Section 3.1 also references Section III of the Findings of Fact located in Appendix C. There is no Appendix C attached to the WRR.
3. The commitment letter from WHMD states, based on the address referenced, that it is for the adjacent property. Please correctly identify the development to which this letter pertains, and, if necessary, correct the amount of water committed based on a reevaluation of demand pursuant to comment #1 above.
4. If the estimated demand is recalculated at more than 60 gpd, please obtain an updated letter from the Division of Water Resources.

With this referral, we received the Letter of Intent (Oliver E. Watts PE-LS, 1/18/2023), Final Plat (Oliver E. Watts PE-LS, 4/23/2021), Drainage Plan and Report (Oliver E. Watts PE-LS, 11/23/2022), Subsurface Soil Investigation (SSI) (Parr Engineering & Consulting, Inc., 11/20/2013), and other documents.

The site does not contain steep slopes, nor is it exposed to any geologic hazards that preclude development. Available geologic mapping (Geologic Map of the Falcon 7.5 Quadrangle, Morgan, M.L. and White, J.L., 2012, CGS OF-12-05) indicates the site soils and bedrock are Alluvium three underlain by the Black Squirrel Formation. The site is on the border of the Falcon 7.5 Quadrangle and the Falcon NW Quadrangle (Madole, R.F., 2003, CGS OF-03-08).

Parr Engineering’s subsurface soil investigation does not discuss the geologic hazards associated with the site, stating in their SSI (p. 6), “This report DOES NOT address the potential for geologic hazards or constraints (i.e., slope stability, landslides, etc.). It must be emphasized that such hazards and constraints are outside the scope of this investigation and must be investigated independently.” The El Paso County Engineering Criteria Manual (ECM) provides guidance for the type of Soils and Geology investigations and reports required for any public improvements. Geologic hazards and geotechnical constraints associated with the subject site could include expansive soils and bedrock, collapsible soils, shallow groundwater, etc. CGS recommends that the evaluation of risk from geologic conditions be derived from locally accurate geologic information.

Additionally, we offer the following comments.

1. The PLSS (section-township-range) information on the final plat is incorrect. The site is located within the W½ SECTION 1, T13S, R65W (NOT R.68W).
2. The SSI report prepared by Parr Engineering was prepared for a metal storage building located within the existing property to the south of the subject site.

1. As stated in my comments 10-13-21, 7630 Bent Grass Meadows Drive is the address to the lot to the south and should be removed from this proposed project. The new address to the proposed lot will be 7870 Bent Grass Meadows Pkwy.
2. Are the 2 lots proposed to function as one business? It looks to be that the access between the 2 lots are open to one another. If the site is to be share with the south lot then show all addressing used on the south site. Building lettering, etc..
3. Each RV structure will receive a separate address. Are the RV storage areas open to the air or do they have sides and closed off from the weather?

2. The range in the title block of the plat should not be 68, should be shown as 65. Please correct.
