DPW/County Engineer Review 1 comments:

Cursory Review (please note that at this time we are replacing all of our signal techs, supervisor and foreman, so I do not have any maintenance folks available to provide comments):

Sheet 2 (Signal Notes):
The notes seem to be incomplete when compared to recently prepared traffic signal plans, including the LSC Transportation Consultants, Inc. Bent Grass Meadows Drive AT Meridian Road Traffic Control Signal Plans and the Drexel, Barrell & Co. Eastonville Road AT Meridian Road Traffic Signal Plan. For example, the notes did not mention anything about the owner / developer / district contracting with a professional engineering consultant for the design, development, and programming of all traffic signal timing and controller operational parameters, settings, adjustments, and equipment that will achieve satisfactory traffic signal operation. It is suggested that the designer refer to the previously mentioned traffic signal plans for consideration of the inclusion of several additional traffic signal notes.

Sheet 4 (Traffic Signal Plan):
(1) Regarding the northeast corner mast arm mounted signal head, add one additional overhead-mounted signal head so there will be a minimum of two overhead-mounted signal heads for the northbound Legacy Hill Drive approach to be consistent with MUTCD Section 4D.11 Number of Signal Faces on an Approach, paragraph 6, which states: “Locating primary signal faces overhead on the far side of the intersection has been shown to provide safer operation by reducing intersection entries late in the yellow interval and by reducing red signal violations, as compared to post-mounting signal faces at the roadside”

(2) Regarding the northwest corner mast arm mounted signal heads, align signal head 8 with the channelizing line as opposed to the proposed centering on the Bradley Road westbound left tun lane to be consistent with MUTCD Figures 4D-6 and 4D-11, which involve shared signal faces for permissive mode left turn movements.

(3) Regarding the southeast corner mast arm mounted signal heads, add one additional overhead-mounted signal head so there will be a minimum of three overhead-mounted signal heads for the eastbound Bradley Road approach to be consistent with the three overhead-mounted signal heads for westbound Bradley Road.

(4) Remove the illuminated street signs, EPC is not installing this form of street name signing (and does not show address numbers on street name signing).

(5) Regarding the proposed overhead mast-arm mounted street name signing, typical shall include a separate street name sign design layout and specification plan sheet, that shows the standard alphabet series design; letter height, spacing, and placement dimensions; and overall sign panel dimensions, per MUTCD Table 2D-2 and the FHWA Standard Highway Signs (SHS).
