1. Due to lot 4A being a flag lot, the address will be 12750 Bridle Bit Road. Please update the final plat to show both addresses, be sure to place the address marker/number where the access is coming from on Bridle Bit Road.
2. A final plat fee of $10 will be due at the time of the review of the mylar. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. An additional over the phone transaction fee of $3.50 will apply for any credit card payment.
3. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. beckya@pprbd.org
4. *Temporary Exception: During Covid-19, all mylar reviews will be reviewed via “pdf”. The mylar will be stamped by Enumerations for accuracy and returned to the applicate and the planner. The Water Resources Report and other documentation indicate the water demand is .458 acre-feet/lot/year. The Water Supply Information Summary (WSIS) amounts for household use, irrigation, and stock watering total 1.332 acre-feet/year for the subdivision (.666/acre-feet/lot/year). Replat from lot 4 into individual lots (1&2) for a new single family dwelling on the western lot 1. Existing address for the lot is 12730 Bridle Bit Road. Where will the proposed lot 2 be accessed from? Assuming the second lot will be addressed from Bridle Bit Road, the address for lot 1 will be 12732 Bridle Bit Road.

Please update the site plan to show where accessing from Bridle Bit for Lot1, add the addresses for both lots, be sure to place where the access is coming from on Bridle Bit Road, Is there an access agreement, plan only indicates utility and drainage easements.


STANDARD FINAL PLAT COMMENTS:
Standard final plat comments still apply, but with RBD being closed, there are a few new changes to Enumerations review of the Mylar. Please, send a pdf of the final plat document (intended plat of record) to the Enumerations reviewer that reviewed the project. We will then check the mylar for the normal things we look at on a plat, address, street names, title block and floodplain statement. Then we will stamp off on that document with an RBD check stamp, if all is accurate. This will be our copy of record that we plan to see once the document is recorded, minus a few signatures on the main sheet. No addressing fee will be required due to the address already being assigned.

As noted on page 6 of the Soils and Geology Report (Ground Water Investigations, LLC (GWI), February 6, 2021), “The site contains isolated areas of moderate slopes but is not exposed to any geologic hazards or unusual geotechnical constraints that would preclude the proposed residential use and density,” and “Potential development constraints include soils and bedrock containing layers and lenses of expansive clay minerals, erosion, slope stability and excavation difficulties of hard bedrock sandstones.” GWI’s characterization of the geologic hazards associated with the site is valid. CGS therefore has no objection to approval of the minor subdivision as proposed. We offer the following comments.

No drilling or laboratory testing was performed by GWI. As noted on page 3, GWI references two profile pit locations that Parr Engineering and Consulting excavated to evaluate the soils’ suitability for onsite wastewater. Also, there appears to be ambiguity in the geology and soils reports for this project. Note 15 in the Final Plat (LWA Land Surveying, Inc., November 3, 2020) states, “Soils, Geology, Geologic Hazard, and Wastewater study for this subdivision dated January 16, 2019, prepared by RMG.” The referral documents did not include the Parr Engineering or RMG reports. If available, CGS would appreciate an opportunity to review and comment.

CGS agrees with GWI’s recommendation (page 4), “Additional investigations including deep borings and their analyses will be necessary for the purpose in foundation design, floor systems, subsurface drainage, and pavements.” Once the building location has been identified on Lot 1 and prior to building permit application, a site-specific geotechnical investigation consisting of drilling, sampling, lab testing, and analysis will be needed to characterize soil and bedrock engineering properties such as density, strength, water content, and swell/consolidation potential; identify potentially moisture-sensitive (expansive and collapsible) soils and expansive claystone bedrock; determine depths to groundwater and bedrock; verify the feasibility of a full-depth basement, if planned; and provide earthwork, foundation, floor system, surface and subsurface drainage, and pavement recommendations for design purposes.
