2. Upon receipt upload a copy of the State's response to the applicant's Non-Jurisdictional Water Impoundment Structure application form.

3. Per ECM 5.9.4. Upload construction drawings and final plat base drawings in CAD file format with the final signature approval. Provide at least two survey reference points within the submitted CAD file to allow the County to move, fit and rotate the project file to the survey coordinate system used by El Paso County.

Comments to Detention Basin Agreement attached. It is not clear from the document why both the HOA and the Metro District were included, so I deleted references to the HOA and changed the provisions to reflect ownership of the 2 tracts by the Metro District. If it is the intent that the 2 tracts be owned by the HOA, and that the Metro District have an easement for pond maintenance, then only a few minor corrections need to be made. Regarding a request for approval of a final plat for Ponderosa at Lorson Ranch Filing No. 3, Enumerations has the following comments:

1. Previous comments stated that a plat note needed to be added stating the address placement for the proposed residences. This note is missing from this plat. The address plan that was returned to the applicant shows Enumerations’ instructions for address placement.
2. Lots 72 & 73 have duplicate lot numbers shown and the duplicate Lot 73 partially covers the address.
3. Previous comments regarding recording still apply.

The available referral documents include a Geology and Soils Study, Lots 1-90, Townhomes at Ponderosa North at Lorson Ranch, Filing No. 3 (RMG, revised November 8, 2019). There is a newer, amended version of this report (RMG, January 20, 2020, reviewed by CGS on 7/28/2020) that corrects errors in the 11/8/2019 report.

General Plat Note 22 (sheet 2 of the Ponderosa at Lorson Ranch Filing No. 3 final plat, M&S Civil Consultants, Inc., revised September 3, 2020) correctly refers to RMG's 1/20/2020 amended report. However, the statement "The constraints listed are not considered hazards" is misleading with respect to radon. CGS suggests instead, "The constraints listed are not considered unusual for the Front Range Region of Colorado."

RMG's report (page 11) and the plat note indicate a misunderstanding of the phrase "moisture-sensitive." Any material that exhibits volume change in response to a change in water content is moisture sensitive. This includes expansive clay soils and bedrock, which shrink and swell in response to increased and decreased water content, and hydrocompactive (also referred to as collapsible) soils, which are relatively dry, porous, low density soils that re-orient in a tighter, denser, configuration in response to initial or increased wetting. Settlement-prone or compressible soils, however, are not necessarily moisture-sensitive, and may settle or compress under a load independent of water content.

Grading, surface drainage, and subsurface drainage must be correctly designed, constructed and maintained to minimize infiltration and wetting of potentially expansive and collapsible soils surrounding foundation elements and floor slabs. The recommendations in RMG's Section 12.4, Foundation Drains, are valid. It is critical that subsurface drainage systems, including foundation perimeter drains, if constructed, are sloped to discharge to an interior pumped sump or a gravity outlet that discharges water as far as possible away from all structures.

RMG's Geology and Soils Study, Lots 1-90, Townhomes at Ponderosa North at Lorson Ranch, Filing No. 3 has been amended (1/20/2020) to correct the errors discussed in our 12/5/2019 review.

General Plat Note 21 (sheet 2 of the Ponderosa at Lorson Ranch Filing No. 3 final plat, M&S Civil Consultants, Inc., June 19, 2020) refers to a "map of the hazard areas," but RMG's report contains no such map. RMG's Figure 9 is an "Engineering and Geology Map," but does not identify hazards, which include expansive and compressible/collapsible/hydrocompactive soils. RMG's one swell-consolidation test indicated consolidation in response to wetting under a constant load, CH (fat clay) soils were observed, and insufficient testing was performed to rule out the presence of moderately to highly expansive soils. Also, the plat note reference to the county project file where the report can be located is blank.

Regarding a request for approval of a final plat for Ponderosa at Lorson Ranch Filing No. 3, Enumerations has the following comments:

1. The section shown in the title block is incorrect. This project lies in section 14, not section 23.
2. The applicant has submitted a copy of this plat to Enumerations for addressing. Based on my understanding of the location of the front and rear doors of each unit, Enumerations will return the addresses with comments regarding the required placement on the buildings. A plat note will need to be added stating the required placement. In addition, any building plans submitted need to show the address placement requirements.
3. Prior to recording, Enumerations will review the mylar for addressing, title block, street names and floodplain statement. An Enumerations fee of $10 per lot/tract addressed will be due at the time of mylar review.
4. Provide a copy of the final recorded plat to Enumerations. Enumerations will not approve any building plans submitted without a copy of the final recorded plat in our records.

The proposed Ponderosa at Lorson Ranch Filing No. 3 lies to the east of the main stem of Jimmy Camp Creek. The existing FMIC canal system lies on the west side of the main stem of Jimmy Camp Creek, crosses beneath Jimmy Camp Creek toward the south end of the Lorson Ranch development project and then exists the Lorson Ranch development project toward the southwest portion of the project near the old Appletree Golf Course. The proposed Ponderosa at Lorson Ranch Filing No. 3 does not appear to have any impact to the existing FMIC canal system and FMIC takes no exception to this proposed Filing No. 3 project. 7/9/2020 1:08:37 PM
