Per the Floodplain Administrator please address the following comments:

"FLOOD PLAIN CERTIFICATION

According to the National Flood Insurance Program, Flood Insurance Rate Map Panel 08041C07590G with an effective date of December 7, 2018, the subject property is located in Zone A 100 year floodplain. Draft model backed BFEs and floodplain extents for this area have been developed as part of Phase 1 for the ongoing El Paso County, CO, Risk MAP Project”. The data has been reviewed and approved through FEMA’s QA/QC process (May 11, 2022) and is currently in the MIP (Case No. 19-08-0037s). The Phase 1/Base Level Engineering outputs and Zone A ready deliverables are, under the following folder: K:/FY2019/19-08-0037S/Discovery - BLE - El Paso and Teller Counties, CO - FY18 - 04/Discovery Data Capture - Discovery Data Capture - El Paso and Teller Counties, CO - 01/El Paso_Discovery_1. Allison Engineering’s revised report (June 1, 2023) included test boring tables showing sand and sandstone to depths of 10 to 12 feet, addressing our previous comment from our 9/12/2022 review. We agree with Allison Engineering that the site soils are “not of a character for which significant expansion is expected.” However, it does not appear that penetration resistance values (blow counts) or density testing were performed, and the potential for consolidation was not addressed in the report. Eolian soils tend to be loose, fine-grained, low-density, and hydrocompactive, meaning they can lose strength, settle, compress, or collapse under a structural load and/or when water infiltrates the soils. We offer the following comments and recommendations.

1. CGS recommends a note be included on the plans/final plat referencing the geotechnical/geology report and listing the geologic hazards associated with the site (i.e., expansive soils, hydrocompactive soils, flooding, shallow groundwater, etc.) and appropriate mitigation measures.

2. Groundwater was not encountered to depths of 12 feet below grade in Allison Engineering’s revised report. However, Allison Engineering states (page 10), “it is reasonable to expect surface waters could accumulate near the top of the sandstone.” Seasonal groundwater monitoring/observation should be considered for this site. The feasibility of basements or other anticipated habitable below-grade space and subsurface drains should be noted on the plat.

3. CGS recommends adding a note to the final plat requiring lot-specific geotechnical and septic investigations once building locations have been determined. If basements are planned for future structures, test borings drilled to a sufficient depth (generally at least 20 feet) are necessary to determine groundwater and bedrock depths where both are likely to be shallow. The lot-specific geotechnical and septic investigations will be needed to:
• Determine the thickness and extent to which the soils beneath each proposed structure are subject to collapse under loading and/or wetting; characterize soil and bedrock engineering properties such as density, strength, water content, swell/consolidation potential, and bearing capacity; determine depths to groundwater, bedrock, and any impermeable layers that might lead to the development of a perched water condition.
• Determine percolation rates for each lot to determine if engineered septic systems are necessary.
• Provide earthwork, foundation, floor system, subsurface drainage, and pavement recommendations for design purposes.

Regarding a request for approval of a final plat for VIL Filing No. 1A, Enumerations has the following comments:

1. The letter of intent states that this project is called Ohana Acres, yet the plat documents call this VIL Filing No. 1A. Which name is correct?
2. The newly created lots will all be addressed from Murr Rd. However, our preference would be to assign a Murr Rd. address to the lot containing the existing residence, currently addressed as 17825 Jones Rd. as well, since the driveway access is from Murr and not Jones. This will require an address change request be submitted at the time of mylar review in order to correctly associate the new address with the old in our building permit history, as well as to notify all relevant agencies of the change. Instructions for requesting an address change can be found on the PPRBD website.
3. The applicant should submit a copy of this plat to Enumerations for address assignment. Once the addresses have been returned, they need to be placed on the plat.
4. Prior to recording, Enumerations will review the mylar for addressing, title block and street names. An Enumerations fee of $10 per lot will be due at the time of mylar review.
