Regarding a request for approval of a special use to convert a portion of an existing barn into living space, Enumerations has the following comments:

1. Enumerations has no objection to the special use. Since this barn is now going to be a residence, it will require a separate address. In instances where the intended use is an extended family dwelling, the structure uses the designation of “B” to separate it from the primary residence. In this instance, the address would be 2520 B Old North Gate Rd. When submitting building plans for permit, this is the address that should be used. These plans should also include a copy of the recorded guest house affidavit.

Site plan needs to be more detailed.

At minimum, special use site plan shall include the following elements. If any are not applicable to this project, please indicate so:

1. Boundary description of the subject property, illustrating legal description.

2. Existing land uses and zoning on the property and within 500 feet of the boundary.

3. Adjoining property ownership.

4. Existing private roads.

5. Existing structures.

6. Existing easements.

7. Name and addresses of the petitioner, owners of all interests (including mineral interests), in the property, and preparer.

8. Location, height, and dimensions of each existing and proposed structure within the development and the uses to be contained therein.

9. Proper building setbacks and building area with reference to property lines, highways, or street rights-of-way.

10. Location of all parking areas.

11. Location of watercourses and other natural and historic features.

12. Locations of all permanent access from publicly dedicated or private streets, roads, or highways.

- No access permit on file for this property. The primary residence was built in 1965, therefore the access permit fee shall be waived, but the permit shall be used to memorialize the access. The permit can be applied for on the EDARP website under the "initiate a minor permit" link.

- Letter of Intent
Please include in the first paragraph of Section 4: Existing and proposed facilities, structures, roads, etc:
(1) Land disturbance shall be less than 1 acre and will not adversely affect adjacent or downstream drainage.
(2) There will be no significant impact to the amount of traffic due to this change.
