PCD Planning review 2 comments:

1. Review 1 comment not addressed: Proposed landscaping does not appear to adequately screen the development along County right-of-way (Beacon Lite Rd). Landscaping along County right-of-way should follow County landscaping standards contained in El Paso County Land Development Code, Sec. 6.2.2. West of Beacon Lite Rd, property in El Paso County is zoned RR-5 (Residential Rural). Buffer between non-residential districts and residential districts is 15 ft. wide, with one tree per 15 ft. road frontage, and at least 1/3 of the trees being evergreen. Ground cover within buffer area should be 75% living plant materials.

2. No photometric plan was provided with this submission. Please ensure that no light projections onto County right-of-way or onto property located within El Paso County will occur. Lighting plan noted – does not include foot candle projections. Light intensity meets LDC standards.

1. Beacon Lite Road should be annexed by Town of Monument.

2. Beacon Lite Road is classified by the County as a Rural Major Collector roadway. Current standard cross section requires 90 feet of ROW. Future subdivision platting action of the property will require ROW dedication. Wolf Business Park located south of the property dedicated 20 ft of additional ROW which matches up with what the applicant shows on sheet L-2.

3. This section of Beacon Lite Road is within unincorporated El Paso County. The applicant is required to obtain a driveway permit through El Paso County Planning and Community Development.

1. See the attached redline comment on sheets L3 and L7.

2. Beacon Lite Road should be annexed by Town of Monument.

3. Beacon Lite Road is classified by the County as a Rural Major Collector roadway. Per the Engineering Criteria Manual section 2.2.4.A.4 “Where no local public road can provide access, temporary direct parcel or partial turn movement access may be permitted, provided the design meets requirements presented in these Standards.” For access management, revise the driveway access to a shared driveway access between this lot and the adjacent northern lot. Provide a copy of the recorded shared access easement and a copy of the maintenance agreement between the two lots.

4. This section of Beacon Lite Road is within unincorporated El Paso County. The applicant is required to obtain a driveway permit through El Paso County Planning and Community Development. A copy of the shared access easement and maintenance agreement must accompany the driveway permit.

Additional comments from the County Engineer/Department of Public Works may be forthcoming.
