County requests the Town of Monument annex Old Denver Road along the entire project frontage. 2. Applicant to provide a copy of the Memorandum of the Memorandum of Understanding referenced in page 4 of 13 of the letter of intent. 3. Revise all the proposed access from Old Denver Road to meet the minimum 1/4 mile (1,320 ft) intersection spacing per the Engineering Criteria Manual (ECM). 4. Access permit for the proposed local roads within the Town of Monument connecting to county maintained section of Old Denver Road will be required. Traffic Impact Study: 5. Verify the classification of Old Denver Road. The MTCP appears to show this as a Major Rural Collector while the TIS identifies Old Denver Road as Minor Arterial. 6. Identify the growth rate number used for the long term analysis. 7. Update the traffic signal warrant analysis section to explain why each of the other signal warrant analysis were not conducted. 8. The resulting trips on Old Denver Road with the addition of the development is exceeding the design ADT for a Rural Major Collector. Update the report to provide roadway improvement recommendations and identify the percent of traffic volume generated by this development on Old Denver Road. Drainage: 1. Update the General Drainage Analysis to include a narrative regarding off-site flows. The drainage map appears to show three culverts crossing I-25. Discuss the design intent of these off-site flows. 2. Provide a section discussing whether or not the Dirty Woman Creek DBPS identifies any channel improvements within the development area 3. Provide a section discussing whether or not channel improvements to Teachout Creek is anticipated. 4. Provide design point at the Teachout Creek crossing on Old Denver Road. Discuss the condition of the culverts through the Santa Fe trail and Old Denver Road. Hydraulic adequacy of these structures will need to be analyzed with the final drainage report.
